일본, 입국 외국인 지문 채취 사진 촬영 시작 (E)


일본 당국은 테러 예방을 위해 입국 외국인의 지문을 채취하고, 얼굴 사진을 촬영하는 제도를 20일부터 시작했습니다.

새 제도는 16세 이상의 모든 외국인들이 일본에 입국할 때 지문을 채취하고, 사진을 찍게 하는 내용입니다.

외교관과 정부 초청단, 재일동포 등 여러 세대에 걸친 영구 거주 외국인들은 이 제도가 적용되지 않습니다.

일본은 미국 다음으로 세계에서 두 번째로 이 제도를 시행하게 됐습니다. 그러나 미국과 달리 일본은 영주권자 역시 지문을 채취하고 사진을 찍게 했습니다.

인권 운동가들은 일본의 새로운 제도가 외국인들에 대한 차별과 사적 영역을 침해한다며 우려를 제기했습니다.

Japan has begun a new program of fingerprinting and photographing arriving foreigners in a effort to crackdown on terrorists.

The new system requires all foreigners aged 16 years and older to scan their fingerprints and submit photographs on arrival to the country.

The only people who will not be required to provide their pictures and fingerprints are diplomats, government guests and permanent residents such as Koreans who have lived in Japan for generations.

Japan is the second country in addition to the United States to implement such a system. But unlike the United States, Japan will require that most longtime residents also be fingerprinted and photographed.

Human rights activists have voiced concerns about privacy and how the measures discriminate against foreigners and violate their privacy.
