인도-베트남, 통상분야 협력 강화키로 (E)


인도와 베트남은 최근 무역에 초점을 맞추면서 방위 문제에서도 협력을 강화하는 등 긴밀한 전략적 관계를 이뤄나가기로 했습니다. 서로 국경을 마주하고 있는 이들 두 나라는 최근 응우옌 떤 중 베트남 총리가 186명의 대규모 사절단을 이끌고 사흘 간 인도를 방문하는 가운데 이같이 합의했습니다.

응우옌 떤 중 베트남 총리는 지난 6일 베트남과 인도가 앞장서 동남아시아의 신흥경제국들과 긴밀한 관계를 유지해 나갈 것이라고 밝혔습니다.

떤 중 총리는 뉴델리에서 인도와 베트남 기업인들에게 연설하면서 동남아시아 경제의 원동력인 인도와 이 지역의 여러 나라들 간에 무역관계가 순조롭게 이뤄져 가기를 바란다고 말했습니다.

떤 중 총리는 두 나라가 보다 유리한 조건을 누릴 수 있는 자유무역협정에 관해 인도와 베트남 간에 협상이 시작될 것이며, 이와 유사한 협정들이 인도와 10개 동남아시아국가연합, 아세안 국가들 사이에 맺어질 것이라고 말했습니다.

떤 중 총리는 베트남은 이른바 `동방정책'을 채택하고 있는 인도와 아세안 사이에서 가교 역할을 할 준비가 돼 있다고 밝혔습니다.

동남아시아에 불교를 전파한 베트남과 인도의 교역과 문화, 종교 관계는 2천여 년 전으로 거슬러 올라갑니다. 그러나 20세기 중반 두 나라의 독립 당시까지의 양자 관계는 따뜻하면서도 조심스러웠습니다. 과거 영국의 식민지였던 인도는 프랑스 식민주의에 항거해 싸우고, 다시 미국이 지원하는 남부 베트남 정권과 맞서 싸웠던 북부 베트남을 적극 지지했습니다.

현재 베트남은 아시아에서 두 번째로 급속한 경제성장을 이루고 있는 나라로 주목받고 있습니다. 지난10여 년 간 인도와 베트남 사이의 교역은 10배나 증가했지만, 그 규모는 10억 달러 정도에 그쳤습니다. 최근 인도 기업들은 베트남의 철강과 석유, 가스, 농업, 제약 분야에 대한 투자를 늘리고 있습니다.

6일 떤 중 베트남 총리가 참석한 가운데 열린 인도와 베트남 경제인들의 세미나에서 아난드 샤르마 인도 외무장관은 두 나라가 광범한 전략적 동반자 관계를 구축할 것을 촉구했습니다.

샤르마 장관은 인도와 베트남은 상호 정치적, 경제적 이해관계 뿐아니라 방위와 안보에 이르기까지 모든 분야에서 전략적 관계를 구축할 필요가 있다고 말했습니다.

떤 중 총리도 연설에서 샤르마 장관의 발언에 화답했습니다.

인도와 베트남 두 나라는 1962년과 1979년에 각각 침략을 당했던 중국에 대해 불신을 공유하고 있습니다. 인도와 베트남은 현재도 중국과 국경분쟁을 계속하고 있습니다.

떤 중 총리는 15명의 각료와 차관들이 수행하는 가운데 콜카타와 뭄바이를 방문했습니다. 떤 중 총리의 이번 인도 방문에는 또 베트남의 지도적인 민간기업과 공기업 총수 70여명이 수행했습니다. 베트남 총리가 인도를 방문한 것은 10여년만에 처음입니다.

베트남 정부 관계자들은 6일 오후 만모한 싱 인도 총리와의 회담에서 핵 과학과 농업, 어업, 해운 분야의 협력에 관한 협정에 서명했습니다.

베트남 관계자들은 이번 방문 중 자국 경제를 진작시키고 빈곤을 퇴치하기 위해 앞으로 5년에 걸쳐 모두 1천5백억 달러의 외국인 투자를 유치하게 되기를 희망한다고 밝혔습니다.

India and Vietnam, which both border China, are pledging to build closer strategic relations, primarily focusing on trade, but also expanding to matters of defense. VOA's Steve Herman reports from New Delhi, where Vietnam's prime minister is wrapping up a three-day visit to India.

Vietnam's prime minister on Friday pledged his government will take the lead to bring India closer to Southeast Asia's burgeoning economies.

Nguyen Tan Dung, speaking to Indian and Vietnamese business leaders in New Delhi, says he wants to see trade ties smoothed between India - South Asia's economic powerhouse - and countries in his region.

Mr. Dung says negotiations should begin between India and Vietnam on a free trade agreement so both nations can enjoy more favorable conditions. He adds that a similar pact should be negotiated between India and the ten-nation Association of South East Asian Nations, known as ASEAN.

The prime minister said Vietnam is ready to be a bridge between India, which has adopted a "Look East" policy, and ASEAN.

Trade, cultural and religious ties between Vietnam and India, which introduced Buddhism to Southeast Asia, go back 2,000 years. But modern-day relations following independence of both countries in the mid-20th century have been low-key, although warm. India, a former British colony, was a vocal supporter of communist North Vietnam's fight against French colonialism and the subsequent American-backed South Vietnamese regime.

Vietnam now touts itself as Asia's second-fastest-growing economy.

Indian-Vietnamese trade has increased ten-fold over the past decade but only totals about $1 billion. In recent years, Indian companies have undertaken substantial investments in Vietnam's steel, oil, gas, agricultural and pharmaceutical sectors.

Speaking at an India-Vietnam business forum Friday with the visiting prime minister listening, India's state minister for external affairs, Anand Sharma, called for the two Asian countries to build a wide-ranging strategic partnership.

"Strategic in all sense - the political understanding and relations, the economic understanding and also when we look at the overall defense and security in
the region," said Sharma.

Prime Minister Dung also echoed those sentiments in his speech just moments after Sharma spoke to the forum.

Both countries share a traditional distrust of China, which launched attacks on India in 1962 and Vietnam in 1979. India and Vietnam have lingering border disputes
with China as well.

On his three-day visit, which also took him to Kolkata and Mumbai, the Vietnamese leader was accompanied by 15 ministers and vice ministers. It was the first visit by a Vietnamese prime minister to India in a decade. His delegation also included more than 70 top officials of leading Vietnamese private and public-sector enterprises.

At a meeting Friday afternoon with Indian prime minister Manmohan Singh, Vietnamese officials signed agreements on cooperation in the areas of nuclear science, agriculture, fisheries and shipping

Vietnamese officials, while in India, announced they hope to secure $150 billion worth of foreign investment over the next five years to boost domestic growth and combat poverty.
