미국, 중국산 양식어류 5종 수입금지 (E)


미국 보건당국은 몸에 해로울 수 있는 항균제로 오염된 중국산 양식 어류 5종에 대해 미국내 수입을 금지한다고 발표했습니다. 최근 하자가 있거나 오염된 중국산 제품에 대한 비난이 거세지고 있는 가운데 중국은 수출품 품질을 계속 옹호해왔습니다. 앞서 올해 공업용 화확물질이 함유된 중국산 치약으로 인해 파나마에서 적어도51명이 사망하자 중국의 식품안전에 대한 정밀 조사가 이뤄졌습니다. 또 북미 지역에서는 오염된 중국산 애완동물 사료를 먹은 애완동물 여러 마리가 죽었습니다. 중국은 연말까지 식품안전 회수제도를 처음으로 도입할 방침입니다.

중국 당국은 언론들이 중국의 최첨단 실험시설들을 둘러볼 수 있는 투어를 따로 마련했습니다. 중국 관리들은 품질관리와 모조품이 국내시장과 수출시장으로 들어가지 않도록 막기 위해 중국이 기울이고 있는 노력을 홍보하기를 바랍니다. 중국 상무부의 리동셩 (Li Dong Sheng) 부상은 중국 수출품이 나쁜 평판을 받지 않았으면 좋겠다며 사람들이 중국을 믿어도 된다고 말했습니다.

리 부상은 중국산 제품의 품질문제는 “매우 중요한 만큼 중국 정부는 소비자 권리 보호문제에 관해 매우 우려하고 있다”고 말했습니다. 리 부상은 정부는 “사람들 사이에서 불필요한 불안감을 불러일으키는 것을 원치 않다”며 “하지만 문제가 발생할 때 마다 국민들에게 있는 그대로 알릴 것”이라고 덧붙였습니다.

중국의 소비자 안전에 대한 진실이 드러나면 해외에서 그에 대한 결과가 따르기 마련입니다. 현재 급부상하고 있는 중국 경제는 수출에 근간을 두고 있습니다. 중국은 경제를 개혁한 이래 세계적인 제조국으로 자리잡기 위해 노력해왔습니다.

미국의 세계적인 금융사인 ‘시티그룹’의 경제학자 선밍가오(Shen Minggao)씨는 중국은 소비자들의 외면을 살 여유가 없다고 말했습니다.

선밍가오씨는 중국의 수출이 줄어들면 여러가지 문제점들이 발생할 것이라고 말했습니다. 곳곳에서 설비과잉 문제와 통화수축, 도산하는 기업들이 발생할 수 있다는 것입니다.

하지만 중국 소비자들은 현지 시장들의 느슨한 품질관리에 대해 그다지 놀라지 않습니다. 제품의 품질을 예리하게 판단하는 일은 개인들의 몫입니다. 중국 당국은 중국에서 식품 오염사고가 잇따라 발생하면서 국내 식품안전기준을 개선하기 위해 노력하고 있습니다. 하지만 중국 소비자들은 계속해서 조심하고 있습니다.

한 소비자는 중국 당국의 노력 덕에 식품안전 상황이 확실히 개선됐지만 결코 문제를 완전히 고칠 수는 없을 것이라고 말합니다.

또다른 소비자는 일부 시장들에는 여전히 문제가 있다며 소비자들이 계속 주의해야한다고 말합니다.

베이징에는 신선하고 품질 높은 식품으로 좋은 평판을 받고 있는 시장도 있습니다. 한가지 의문은 보이지 않는 곳에서 품질관리를 챙기는 사람이 과연 누구냐 하는 것입니다.

U.S. health officials say they will stop imports of five species of fish from China because of concerns the seafood is contaminated with potentially dangerous antibiotics. China has repeatedly defended the quality of its exports amid rising criticism of faulty or tainted products. China's food safety came under intense scrutiny earlier this year following at least 51 deaths in Panama tied to toothpaste
containing a Chinese industrial chemical. And in North America, tainted pet food from China was blamed for several animal deaths. China says it will introduce its first food safety recall system by the end of this year. Sam Beattie has more from Beijing.

It is a made for media tour of China's high-tech testing facilities. Chinese officials want to publicize the efforts they take to monitor quality control and prevent fake products from reaching the domestic and export markets.

The vice-minister for Industry and Commerce, Li Dong Sheng, says he does not want Chinese exports to get a bad reputation. He says people can trust China

"Because this is so important, we are very concerned about protecting the rights of consumers. We do not want to cause panic among people, which would be unnecessary, but whenever problems occur we will inform the public truthfully."

Truth about consumer safety may have consequences far outside China. Its booming economy is built largely on exports. Since reforming its economy, China has worked to position itself as a global manufacturer.

Citigroup economist Shen Minggao says China cannot afford to lose customers.

"A sudden slow down in exports would create a set of problems in China. Over capacity problems everywhere, deflation and possibly bankruptcy of firms."

But in neighborhood markets like this one in Beijing, lax quality controls come as no surprise for local shoppers. It is up to individuals with a keen eye to judge quality.
Authorities have tried to improve domestic standards, after numerous tainted food incidents domestically, but local consumers continue to be cautious.
