미 국방장관, 중국의 불투명 군비증강 우려 (E)


미국의 로버트 게이츠 국방장관은 미국과 중국의 관계를 낙관적으로 본다며 중국의 군비 증강에 대한 목소리를 다소 낮췄습니다.

게이츠 장관은 2일 싱가폴에서 열린 아시아안보회의에서 이렇게 말하고 그러나 미국은 여전히 투명하지 않은 중국의 국방비 지출에 대해 우려하고 있다고 말했습니다.

게이츠 장관은 그런 우려에도 불구하고 미.중 양국은 군사접촉을 늘려왔다며 양측이 앞으로 상호 이해를 더욱 확대하길 희망한다고 말했습니다.

도널드 럼스펠드 전 국방장관은 2년전 열린 아시아안보회에서어 중국의 군비증강에 대해 의문을 강하게 제기한 바 있습니다.

중국은 올해 국방예산을 지난해보다 18%가까이 늘릴 것이라고 말했습니다. 그러나 미국 국방부는 앞서 중국의 국방예산이 공개적으로 발표한 것보다 두배 혹은 세배가량 많다고 결론을 내린 바 있습니다. 이번 회의에 참석한 중국의 장친셍 인민해방군 합참차장은 그러나 중국의 군비 증강은 순전히 방어차원에서 진행되는 것이며 공개적으로 발표한 국방예산 역시 정직한 것이라고 덧붙였습니다.

U.S. Defense Secretary Robert Gates has softened his county's rhetoric about China's military buildup, saying he sees a reason to be optimistic about the U.S.-China relationship.

Gates told an annual security conference in Singapore that the U.S. is still concerned about the "opaqueness" of Beijing's military spending. But he stressed that the two sides have increased military-to-military contacts and he expressed hope for better mutual understanding.

Two years ago, Gates predecessor, Donald Rumsfeld, used the same forum to question China's intentions in building up its military.

China has said its defense spending will grow by nearly 18 percent in 2007. But a recent Pentagon report concluded that Beijing spends two or three times more on defense than it has publicly acknowledged.

China's Deputy Defense Chief (Lieutenant General Zhang Qinsheng) told the forum that China's build-up is purely defensive, and that it is telling the truth about its budget.
