러시아-유럽연합 정상회담, 인권 문제로 설전 (E)


러시아와 유럽연합 간에 정상회담이 개최된 가운데, 양측은 인권 문제로 충돌했습니다.

이번 회담은 러시아 휴양 도시 사마라에서 개최됐으나, 양측이 이견을 같고 있는 무역, 에너지, 안보 분야 등에서 어떠한 진전이나 합의도 나오지 않고 있습니다.

한편 앙겔라 메르켈 독일 총리는 러시아 정부가 회담장 인근에서 시위를 벌이기 위해서 사마라로 향하던 반정부 운동가 3명을 체포한 조치를 비난했습니다. 러시아는 시위를 막기 위해서 회담장 주변에도 경찰을 배치했습니다.

블라디미르 푸틴 러시아 대통령은 이에 대해 폭력을 막기 위한 조치였다고 말했습니다. 그리고나서 서방 국가들의 인권 상황에 대해 의문을 제기했습니다.

푸틴 대통령은 라트비아와 에스토니아에서 러시아계 주민에 대한 차별이 행해지고 있다고 주장했습니다.

Russian and European Union leaders clashed over human rights issues Friday at a contentious summit where police prevented opposition protests from taking place.

The meeting near Russia's resort city of Samara produced no agreements and no reported progress on trade, energy, security and other issues dividing the EU and Russia.

German Chancellor Angela Merkel criticized Russia for preventing opposition activists from traveling to Samara to stage a protest.

Russian President Vladimir Putin said the actions were intended to prevent violence. He then questioned human rights practices of Western democracies.

Mr. Putin also accused Baltic countries Latvia and Estonia of persecuting their Russian-speaking minorities.

The European Union and Russia remain at odds over Serbia's breakaway Kosovo province. The EU has expressed alarm at Moscow's threats to veto a U.N. resolution granting Kosovo supervised independence.

Russian Foreign Minister Sergei Lavrov told British media that those who think the province's future can be decided by the EU, Russia and the United States are burdened by colonial instincts.
