A group of key U.S. senators says it has reached an agreement with the White House on an immigration reform plan that would grant lawful status to millions of illegal immigrants already in the country.
The plan would create a temporary worker program for immigrants, but only after tougher border security and workplace controls are established.
Lawmakers from both the Republican and Democratic parties announced the agreement Thursday, together with Homeland Security Secretary Michael Chertoff and Commerce Secretary Carlos Gutierrez.
President Bush praised the agreement Thursday. He said the bill would ensure that immigrants who live in the United States will be treated without amnesty, but also without animosity.
The Senate will debate the measure next week. The House of Representatives is expected to act on a reform plan later this year.
