'군사력은 외교가 실패했을 때에만 사용돼야' - 제임스 베이커 전 국무장관 (Eng)

베이커 전 장관은 이번 주 초 미 의회도서관에서 행한 연설에서 자신의 이같은 주장을 `실용적 이상주의'라며 부시 행정부가 외교정책에서 고려할 것을 당부했습니다. 베이커 장관은 미국은 핵심적인 이익이 위기에 처해 있을 경우 무력을 사용하는 데 있어 편안해야 한다고 강조했습니다.

베이커 전 장관은 다른 대안이 없을 경우 만일 미국이 힘을 사용하지 않으면 다른 나라가 그렇게 할 것이라고 지적했습니다.

베이커 전 장관은 지난 1991년 1차 걸프전쟁 당시 국무장관으로 활동하면서 유럽과 아랍 정부들과 함께 연합군을 결성해 사담 후세인 당시 이라크 대통령의 침공으로 부터 쿠웨이트를 지켰습니다.

베이커 전 장관은 다른 나라와 조화롭게 행동하는 것이 언제나 더 좋은 선택이라면서, 그러나 주요 이익이 위험에 처해 있을 경우 미국은 필요하다면 독자적으로라도 행동에 나설 준비가 돼 있어야 한다고 말했습니다.

베이커 전 장관은 특히 미국은 군사력 사용에 앞서 모든 외교적 노력을 다해야 할 것이라면서, 외교는 비우호적인 정권들과의 대화도 포함하는 것이라고 말했습니다.

베이커 전 장관은 미국이 적들과도 대화할 준비가 돼 있어야 하는 근본적인 이유는 그 것이 미국의 이익에 부합하기 때문이라면서, 과거 냉전시절 미국이 소련에 대사관을 유지했던 것을 한 가지 사례로 설명했습니다.

부시 행정부는 베이커 전 장관의 이날 연설 직전에 그동안 줄곧 거부해온 이란과 시리아와의 대화에 나설 것이라고 발표했습니다.

베이커 전 장관은 효율적인 외교정책은 현실과 이상을 적절히 배합해 이뤄지는 것이라면서, 미국은 때때로 권위주의 정권들과도 협력해야 한다고 말했습니다.

베이커 전 장관은 완전한 세계에서라면 미국은 민주주의 국가와만 협력하겠지만 불행하게도 현실은 그렇지 않다고 말하고, 아울러 세계가 조만간 그렇게 될 조짐도 없다고 덧붙였습니다. 이 때문에 미국은 민주적 관행이나 인권보호 측면에서 미흡한 나라들과도 때때로 협력하는 것 외에 다른 선택이 없다고 밝혔습니다.

이밖에 베이커 전 장관은 이날 연설에서 미군이 전세계에 너무 광범위하게 배치되는 데 대해 경고하면서 "미국은 세계의 경찰이 될 수 없다"고 강조했습니다.

이날 의회도서관에서 열린 행사에는 헨리 키신저 전 국무장관도 참석해 베이커 전 장관의 연설내용을 평가했습니다. 키신저 전 장관은 베이커 씨의 연설은 `미국 외교정책의 금언이 될 중요한 발표'라고 말했습니다. 키신저 전 장관은 또 성공적인 전략은 무엇이 가능한지를 아는 데서 비롯된다고 덧붙였습니다.

키신저 전 장관은 역사는 한 정권보다 더 길다면서, 훌륭한 정치는 오랜기간 동안 계속되는 한계상황에서도 적극 활동하는 데 있다고 말했습니다.

James Baker, Secretary of State during George H. W. Bush's administration, says global challenges testing American foreign policy can best be addressed with a mixture of power and diplomacy. In a speech at the Library of Congress Monday night, Baker outlined a foreign policy he calls "pragmatic idealism". He said the US "must be comfortable using its power" when its vital interests are at stake.

"We have no alternative. If the US does not exercise power, others will."

NARRATOR:
Baker was Secretary of State during the Gulf War of 1991, when a coalition of U.S., European and Arab countries liberated Kuwait following Iraq's invasion and occupation of that country under Saddam Hussein.

It is almost always preferable to act in concert with others. But, when our vital interests are at stake we must be prepared, if necessary, to go it alone.

NARRATOR:
Baker said, however, that the US should exhaust all diplomatic venues before taking military action.
Diplomacy, stressed Baker, includes talking to unfriendly regimes.

The fundamental reason we should be prepared to speak to our enemies is that it is in our interest to do so. This is why we maintained an Embassy in Moscow throughout the Cold War.

A few hours before Baker's speech, the Bush administration announced it would take part in a March meeting of Iraq's neighbors that includes Iran and Syria. While the meeting might present a rare opportunity for direct US dialogue with Iranian and Syrian officials on Iraqi security issues, the administration insists that participation in this meeting does not represent a change in US policy regarding contacts with Iran.

Effective foreign policy, says Baker, is a mixture of realism and idealism. The US will sometimes have to work with authoritarian regimes.

"In a "perfect world", we should perhaps work only with democracies. Unfortunately, this is not a perfect world. And there is no sign that it will become one anytime soon. To be blunt, sometimes, we have no choice but to work with governments that fall short when it comes to democratic practices and protection of human
rights."

NARRATOR:
In his speech, Baker warned of overstretching the US military force. He said the US can not be "a policeman for the world."

Former Secretary of State Henry Kissinger also spoke and called Mr. Baker's talk "an important statement which lays down maxims for American foreign policy". Kissinger stressed the importance of ideals in foreign policy, but said successful strategy includes the knowledge of what is possible.
