The former head of the Coalition Provisional Authority in Iraq has acknowledged mistakes in the handling of funds intended to rebuild the country.
Paul Bremer told a U.S. congressional committee Tuesday that officials may have fallen short in disbursing billions of dollars of cash in Iraq.
He said he did his best to help Iraq's economy, which he described as being "flat on its back."
But the chairman of the (House Government Oversight) committee, Democratic Congressman Henry Waxman (of California), faulted the methods used to transfer the money and the lack of controls once it arrived in Baghdad.
Waxman questioned why the U.S. government sent 360 tons of cash into, in his words, a "war zone." He said some of the money may have ended up with insurgents.
