인도네시아에서는 신년 벽두에 국내 보잉 737 여객기가 사라진 후 재난대응체제와 급속히 성장하고 있는 저가 항공 산업의 안전성에 대한 우려가 높아가고 있습니다. 자카르타에서 VOA특파원이 보내온 좀 더 자세한 보돕니다.

인도네시아의 저가항공인 아담 에어사 소속 보잉 737 여객기의 수색 작업 중 상충되는 보도가 전해지고 있는 가운데 아직도 여객기 동체의 잔해는 발견되지 않고 있습니다.
1월 1일 항공교통관제 레이다에서 사라질 당시 아담 에어사의 여객기에는 인도네시아 국내 여행객 96명과 승무원 6명이 탑승하고 있었습니다. 이 여객기는 당시 악천후 때문에 항로를 2번이나 변경한 것으로 알려졌습니다.
수색작업은 당초 이 여객기가 사라진 술라웨시 섬의 산간 지역을 중심으로 이뤄졌습니다. 하지만 수 천명의 구조대가 여객기 추락의 증거를 찾는데 실패하자 수색작업은 72,500 평방 킬로미터 공해상으로 확대됐습니다.
수색 작업 담당자들은 당초에 여객기 조종사가 2번의 조난신호를 보냈다고 발표했지만 그러한 보도는 오보인 것으로 밝혀졌습니다. 인도네시아 정부 역시 여객기 추락 현장에서 12명의 생존자를 발견했다는 오보에 대해 공식 사과했습니다.
위기관리 전문가인 옹 혹 츠안씨는 수색작업에서 잘못된 정보와 혼동이 인도네시아의 재난 대응 체제의 단점을 나타낸다고 말합니다. 옹 혹 츠안씨는 공직 인사들이 이같이 큰 실수를 저지를 때 이는 전체 국가 이미지에 악영향을 끼친다고 말합니다. 그는 이는 전세계에 인도네시아가 일관성 있게 행동하지 못한다는 인상을 준다고 말합니다.
옹 혹 츠안씨는 또 인도네시아 저가 항공사의 관리들이 이른바 관리와 안전 수칙의 결여가 항공 산업에 만연해 있는 것으로 자신에게 전했다고 말합니다.
한편 인도네시아의 1만 7천 개의 도서 지역에 저렴한 항공 서비스를 제공하는 인도네시아의 저가 항공 산업은 지난 몇 년 사이에 급성장을 이룩했습니다. 옹 혹 츠안씨는 관리 기록에 실수가 가득하며 품질을 믿을 수 없는 부품들이 거래되는 암시장이 증가하고 있다고 관리들이 보고했다고 말합니다.
비평가들은 또한 구조 작업의 진척에 대해서도 우려를 제기했습니다. 교통부 관리들은 아담 항공사 소속 574 여객기에 탑재됐던 2대의 항로표지를 찾고 있으나 수신이 여러 곳에서 잡혀 수색작업에 혼란이 야기되고 있습니다.
인도네시아는 위성으로 그러한 신호를 추적하는 데 필요한 고가의 설비가 부족한 실정이라 실종된 여객기의 추적에 이웃 싱가포르의 인공위성 정보에 전적으로 의존하고 있습니다. 인도네시아 소비자 재단의 인다 수크마낭시 이사장은 인도네시아의 항공 안전이 국제 수준에 미치지 못한다는 점을 크게 염려합니다.
수크마낭시 이사장은 승객들은 항공사와 정부가 최고 수준의 안전과 감독 체제를 실시할 것을 기대하고 따라서 저가 항공사 관리들에게 좀 더 강력한 규제와 법 집행이 요구된다고 말합니다.
수크마낭시 이사장은 소비자들은 항공료와 상관없이 여객기 안전을 기대할 권리가 있다고 말합니다. 하지만 인도에시아 정부와 항공 산업 관리들은 정규적인 점검과 엄격한 기준의 실행으로 인도네시아 여객기 안전이 상당히 높다고 만족하고 있습니다.
수실로 밤방 유도요노 대통령은 이번 사건을 계기로 인도네시아 전역의 운송산업의 결점을 특별 조사하도록 명령했습니다.

Critics are raising concerns about Indonesia's disaster response system and the safety of the country's rapidly growing budget airline industry following the disappearance of a Boeing 737 on New Year's Day. Chad Bouchard reports for VOA from Jakarta.

After five days of conflicting reports in the search for the airliner of Indonesian budget carrier Adam Air, there is still no sign of any wreckage.
The airliner was carrying 102 passengers and crew on a domestic flight New Year's Day, when it vanished from air traffic controllers' radar. The airliner had reportedly changed course twice in bad weather.
The search initially concentrated on a mountainous area of Sulawesi Island. But, after thousands of rescuers failed to find evidence of the crash, the search was extended to a 72-thousand-500-square-kilometer area, mainly open ocean.
Search officials originally reported that the pilot issued two distress signals, but those reports have since been retracted.
The government also apologized for erroneous reports that 12 people had survived the crash.
Crisis management expert Ong Hock Chuan says the misinformation and confusion in the search demonstrates shortcomings in Indonesia's response to disaster.
"When you have public figures making huge fiascoes like this, it just gives the whole country a very bad image. It gives the whole world an impression that, you know, Indonesia doesn't have its act together. Ong says, officials with Indonesia's budget airlines have told him about what they say is an endemic lack of maintenance and safety standards within the industry.
Budget airlines have grown rapidly in Indonesia over the past few years, with cheap flights to many of the country's 17-thousand islands.
Ong says officials have reported that maintenance records are rife with errors, and a black market for unreliable spare parts is growing.
Critics have also raised concerns about the progress of the search.
Transport officials have looked for two beacons that were aboard Adam Air flight 574, but several transmissions have been detected, confusing the search.
The country lacks the expensive equipment needed to track such signals by satellite, and is relying on satellite information from neighboring Singapore in the hunt for the plane.
Indah Sukmaningsih, chairwoman of the Indonesia Consumers Foundation, is troubled that airline safety in Indonesia is not up to international standards.
Sukmaningsih says passengers expect airlines and the government to have the highest level of safety and oversight. But she says the budget airline industry and transport officials need stronger regulation and enforcement.
She says consumers have a right to expect safety in the air, no matter what the cost of the ticket.
Government and industry officials contend that airline safety is high, with regular maintenance and strict enforcement of standards.
President Susilo Bambang Yudhoyono has launched a special investigation into shortfalls within transportation industries throughout the country.
