부쉬, 북 핵개발 맞서 국제사회 공조 촉구 (Eng)


조지 부쉬 미국대통령은 25일 백악관에서 열린 기자회견에서 북한이 핵무기 계획 폐기를 위해 노력하는 여러 나라의 의지를 또 다시 시험하고 있다고 말했습니다. 미국의 소리 백악관 출입기자의 좀더 자세한 소식입니다.

부쉬 대통령은 북한 지도자 김정일이 핵 프로그램에 반대하는 국가들에게 보복하겠다고 위협하는 것은 이번이 처음이 아니라고 지적했습니다.

부쉬 대통령은 “북한의 지도자는 위협하기를 즐기는 것 같다”며 “김정일은 자신과 국민들에게 보다 나은 미래가 있다고 확신시키기 위해 함께 노력하고 있는 다섯 나라의 의지를 시험하는 것 같다”고 말했습니다.

미국과 중국, 러시아, 일본, 남한은 지난 9일 북한의 첫 번째 핵실험에 따라 체결된 유엔 안보리 제재 결의문을 이행한다는 입장을 밝힌 바 있습니다.

대북제재는 북한의 무기 개발을 막기 위한 군수 물자 수출입 금지 및 경제 활동을 제한 조치 등을 담고 있습니다.

25일 백악관에서 열린 기자회견에서 부쉬 대통령은 최근 한반도 주변을 순방하고 돌아온 콘돌리자 라이스 미 국무부 장관으로부터 지역 상황에 대한 설명을 들었다고 말했습니다.

부쉬 대통령은 중국, 남한, 일본, 러시아가 대북제재 이행을 위해 결집했다는 라이스 장관의 말을 전했습니다.

부쉬 대통령은 “미국의 목표는 우방국들에게 우리가 함께 노력할 수록, 외교적 방법으로 문제를 해결하는 공동 목표를 이룰 가능성이 더욱 높다는 것을 계속 일깨우는 것”이라며 “따라서 오늘 기자회견에서 협력 관계가 매우 굳건하게 유지되고 있다는 것을 밝힌다”고 말했습니다.

한편 북한 관리는 남한 정부가 북한 정부에 대한 국제 사회의 제재를 지지할 경우, ‘값비싼 댓가를 치르게 될 것’이라고 말했습니다. 북한은 유엔 제재를 전쟁 행위로 간주하겠다고 말한 바 있습니다.

남한 정부는 유엔의 제재안은 지지하지만, 궁극으로 통일을 조성하기 위해 북한과 일정한 경제 협력을 계속하겠다는 입장입니다.

U.S. President George Bush says North Korea is once again testing the resolve of nations trying to stop its nuclear weapons program. VOA White House Correspondent Scott Stearns has this report from the White House.

President Bush says it is not the first time North Korean leader Kim Jung Il has threatened reprisals against those opposed to its nuclear program.

/// BUSH /// "The leader of North Korea likes to threaten. In my judgment, what he is doing is testing the will of the five countries that are working together to convince him there is a better way forward for his people."

The United States, China, Russia, Japan, and South Korea say they will enforce U.N. Security Council sanctions against North Korea that followed Pyongyang's first nuclear test October 9th. Those sanctions include a ban on North Korea trading weapons-related materials as well as financial restrictions meant to prohibit its development of more weapons.

During a White House news conference, President Bush said he has been briefed on the situation by U.S. Secretary of State Condoleezza Rice, who just returned from the region. Mr. Bush says Rice told him that China, South Korea, Japan and Russia are united behind the sanctions.

/// BUSH /// "Our goal is to continue to remind our partners that when we work together, we are more likely to be able to achieve the objective, which is to solve this problem diplomatically. So I would report to you that the coalition remains firm."

North Korean officials say South Korea will pay, what they call, a high price for backing international sanctions against Pyongyang. North Korea says it considers U.N. sanctions an act of war. South Korea says it supports the sanctions, but will continue to pursue some economic cooperation with the North meant to encourage eventual reunification.
