부쉬 대통령, 테러 용의자의 조사와 기소 규제 법안에 서명 (Eng)


미국의 조지 부쉬 대통령은 17일, 테러 용의자들의 조사와 기소를 규제하는 내용의 한 법안에 서명했습니다.

부쉬 대통령은 이날 백악관에서 거행된 서명식에서 [2006년도 군사위임법]이 미국이 테러와의 전쟁을 수행하는데 있어서 가장 중요한 수단의 하나라고 말했습니다.

이 법안은 앞으로 중앙정보국, CIA가 테러용의자들을 계속 심문할 수 있도록 허용될 것이라고 부쉬 대통령은 밝혔습니다. 부쉬 대통령은 이같은 CIA 계획이 알-카에다의 핵심 작전책들의 많은 공격을 저지하고, 이들을 체포하게 하는데 도움을 주고 있다고 말했습니다.

이 법은 대통령이 전쟁포로 처우에 관한 제네바협정에 따른 심문 기술을 결정할 수 있도록 규정하고 있습니다.

부쉬 대통령은 이 법이 군사 정보관계관들의 기소에서 테러용의자들을 보호하는 가운데 공정한 재판을 받을 수 있도록 허용될 것이라고 말했습니다.

President Bush has signed a law that will regulate the interrogation and prosecution of suspected terrorists.

The president said at a White House signing ceremony today (Tuesday) that the law (The Military Commissions Act of 2006) is one of the most vital tools the United States has in its fight against terrorism.

Mr. Bush said the legislation will allow the Central Intelligence Agency to continue questioning terrorist suspects. The president said the CIA program has already helped prevent numerous attacks and led to the capture of key al Qaida operatives.

The law lets the president decide which interrogation techniques comply with the Geneva Conventions on the treatment of prisoners of war. Mr. Bush says the law will grant terrorist suspects a fair trial while shielding military and intelligence officials from prosecution.

The American Civil Liberties Union criticized the law, saying it will allow the president to hold suspects indefinitely and rob them of protection from abuse.
