앞으로 3개월은 이라크의 미래를 결정하는데 치명적일 것이라고 초당파적인 위원회인 ‘이라크 스터디 그룹 (Iraq Study Group)’은 주장하고 있습니다. ‘이라크 스터디 그룹’은 이라크의 상황을 평가하고 미국 의원들과 부쉬 미국 행정부에 자문하는 위원회입니다. 미국의 소리 기자가 자세한 소식 전해드립니다.

‘이라크 스터디 그룹’은 미국이 주도한 이라크 전쟁후의 상황을 독자적으로 평가하기 위해서 지난 6개월 동안100명 이상의 미국 및 이라크 군 관계자들과 민간인 관리들을 만났습니다. 위원회 관계자들이 최근 바그다드를 방문한 가운데 미 의회는 이라크가 안정되고 평화로운 미래를 향해 나아갈 수 있도록 위원회가 권고해줄 것을 요청했습니다.

위원회의 공동의장인 리 해밀턴 (Lee Hamilton) 전 미 하원의원은 바그다드에 새로 수립된 정부는 현재 어려운 문제들에 직면해있고 국민들의 삶을 개선시키기 위해서는 시간이 제한돼 있다고 19일 이 곳 워싱턴에서 가진 기자회견에서 말했습니다.

리 해밀턴 전 의원은 이라크 정부는 하루빨리 자국민들과 미국 국민들에게 정부가 지속된 지원을 받을 만한 자격이 있음을 보여줘야 한다고 주장했습니다. 앞으로 3개월은 치명적일 것이라면서 이라크 정부는 올해 안으로 바그다드를 안전하게 만들고 범국가적인 화해를 이뤄내고, 또 기본적인 공공시설을 제공하는데 진전을 보여줄 필요가 있다고 해밀턴 전 의원은 지적했습니다.

해밀턴 전 의원은 이라크 정부가 갖고 있는 선택의 여지들은 제한돼있고 이라크내에서의 폭력사태를 뒤집는 마술적인 공식은 없다고 말했습니다. 하지만, 해밀턴 전 의원은 이라크인들은 미래에 대한 희망을 뚜렷이 갖고 있다고 덧붙였습니다.

해밀턴 전 의원은 이라크인들은 보다 안전한 바그다드와 지역 공동체를 원하고 종파적 분쟁으로 인한 살인 사건들이 종식되길 바란다고 설명했습니다. 이라크인들은 또 전력과 수질 공급을 원하고 부정부패와 맞서 싸우는 정부를 원한다고 해밀턴 전 의원은 이어 말했습니다.

베이커 전 국무장관은 10명으로 구성된 ‘이라크 스터디 그룹’은 권고 내용을 공개할 때 완전한 합의를 이룬 상태이기를 원한다고 말했습니다. 베이커 전 국무장관은 이번에 발표될 보고서가 반대 의견들을 담고 있다면 별 의미가 없을 것이라면서 위원회는 전원합의로 이뤄진 보고서를 내도록 박차를 가하고 있고 그렇게 될 것이라는데 대해 희망적이라고 말했습니다.

베이커 전 국무장관은 위원회의 보고서는 11월 중간선거 전에 미 정부에 넘겨지거나 공개되지 않을 것이라고 밝혔습니다. 위원회는 미국에서 현재 펼쳐지고 있는 정치적인 논쟁에 휘말리는 것을 원치 않기 때문입니다.

Leaders of the Iraq Study Group, a bipartisan panel working to assess the situation in Iraq and make recommendations to lawmakers and the Bush administration, say the next three months will be critical in determining the country's future. VOA correspondent Meredith Buel has details in this report from Washington.


Over the past six months the Iraq Study Group has met with more than one-hundred U.S. and Iraqi military and civilian officials to come up with an independent assessment of progress in the war.

Members of the group recently visited Baghdad and representatives in the U.S. Congress have asked them to make recommendations on how to move Iraq toward a stable and peaceful future.

The co-chairman of the group, former Congressman Lee Hamilton, told reporters at a news conference in Washington, the newly formed government in Baghdad faces daunting problems and has only a limited amount of time to improve people's lives.

"The government of Iraq must show its own citizens soon and the citizens of the United States that it is deserving of continued support. The next three months are critical. Before the end of this year this government needs to show progress in securing Baghdad, pursuing national reconciliation, and delivering basic services."

Hamilton says the Iraqi government has limited options and there is no magic formula to reverse the violent situation in Iraq.

But he says Iraqis are clear about their hopes for the future.

"Iraqis want a safer Baghdad and safer communities. They want an end to sectarian killings. They want electricity, water and a government that fights corruption. No one can expect miracles, but the people of Iraq have the right to expect immediate action."

Hamilton and the other co-chair of the Iraq Study Group, former Secretary of State James Baker, declined to preview their upcoming recommendations. Baker said the 10-member panel wants to be in complete agreement when it does unveil its recommendations.

"Our report will not be particularly meaningful if it has dissenting views. We are working very, very hard to achieve a consensus report. We are hopeful that we can do that."

Baker says the group's recommendations will not be given to the government or made public until after the November midterm elections so they will not become part of the current political debate in the United States.
