유엔의 코피 아난 사무총장은 이라크에서 현재와 같은 수준의 폭력사태가 계속된다면 전면적인 내전으로 번질 수 있다고 경고했습니다. 아난 사무총장은 18일 뉴욕에서 열린 이라크 상황에 관한 유엔 회의에서 이같이 말했습니다. 한편, 이날 회의에 참석한 잘랄 탈라바니 이라크 대통령은 무장단체들을 해산하고 정부군 경찰과 보안군내에 잠입한 범죄자들을 축출할 것이라고 다짐했습니다. 이에 관한 좀 더 자세한 보도입니다.
미국의 콘돌리자 라이스 국무장관 등 세계각국의 고위 관리들은 18일 미국 뉴욕의 유엔 본부에서 열린 이라크 현 상황에 관한 회의에 참석했습니다. 이날 회의에서 코피 아난 유엔 사무총장은 이라크의 장래에 관해 어두운 전망을 내놓았습니다.
아난 사무총장은 이날 비공개 회의에 들어가기에 앞서 정치적 전환국면에서 진전이 이루어지고있음에도 불구하고 이라크에서 매일 종파간 폭력과 싸움이 계속되고있는 것은 매우 가슴 아픈 일이라고 말했습니다.
회의가 열린18일 하룻동안에도 수십명의 이라크인들이 폭력으로 목숨을 잃었습니다. 이날 아난 사무총장은 이라크에 평화를 가져오는 일이 아직도 가능하지만 현재 이라크는 전면적인 내전으로 치달을 위험에 빠져있다고 말했습니다.
아난 사무총장은 이라크와 그 지도자들은 현재 매우 중요한 갈림길에 서있다고 말했습니다. 만약 그들이 모든 이라크인들이 필요로 하는 것과 공동의 이익을 위해 전념한다면 이라크에 평화와 번영을 가져올 수 있는 가능성이 아직 남아있다고 아난 사무총장은 말했습니다. 그러나 현재와 같은 불화와 폭력이 더 오랫동안 계속된다면 이라크는 붕괴돼 전면적인 내전으로 치달을 수 있다고 아난 사무총장은 경고했습니다.
아난 사무총장은 이라크 정부가 국가적 화해를 증진시키고 인접국가 등 국제사회로부터 필요한 지원을 받을 수 있다면 위험에서 벗어날 수 있을 것이라고 말했습니다. 이라크의 잘랄 탈라바니 대통령은 소요사태가 계속되면서 수많은 이라크인들이 살해되고있음에도 불구하고 미국이 후원하는 이라크 정부의 바그다드 보안계획이 성공의 조짐을 보이고있다며 지난달에 폭력사건의 수가 크게 줄어들었음을 지적했습니다.
이라크 정부는 민간인이 이끄는 민주적인 경찰원칙을 지킬 것이고 ‘한 국가 내 한개 군대’원칙을 고수할 것이며 민병대를 해산시키고 경찰내에서 잠입해 활동하고있는 불순분자들을 색출할 것이라고 말했습니다.
탈라바니 대통령은 민병대를 해산하고 무장을 해제하며 이들을 재통합하기위한 계획을 구상하고 이행하는 일을 우선 순위에 올려놓고있다고 말했습니다. 여기에는 민병대 대원들이나 다른 무장단체 단원들을 재훈련시키고 이들에게 고용기회를 제공하는 것이 포함된다고 탈라바니 대통령은 말했습니다.
이라크 정부는 또한 범죄자들이나 테러단체 단원들의 보안관련 부서침투가 중대한 도전이란 것을 알고있다고 탈라바니 대통령은 덧붙였습니다. 쿠르드족 출신인 탈라바니 대통령은 현 이라크 행정부의 목적은 통일된 민주국가인 이라크내에 지방분산적인 연방제도를 세우는 것이라고 말했습니다.
탈라바니 대통령은 또 이라크는 이웃 국가들과 우호적인 관계를 유지하길 바라고있으나 이라크 영토가 다른 나라의 이익을 위해 이용되는 것을 허용하지않을 것이며 또한 인접국들의 내정간섭도 용납하지않을 것이라고 말했습니다.

U.N. Secretary-General Kofi Annan warned Monday that Iraq could be heading for full-scale civil war if current levels of violence continue. He spoke at a meeting on the Iraq situation at the United Nations that included a pledge by Iraqi President Jalal Talabani to demobilize militias and rid government security forces of what he termed criminal elements. The high-level Iraq meeting at U.N. headquarters brought together senior officials from around the world including U.S. Secretary of State Condoleezza Rice. And it featured some of the bleakest rhetoric to date from United Nations chief Kofi Annan about prospects for the war-torn country.
Delivering brief public comments at a meeting that later continued behind closed doors, the secretary-general called it "absolutely heartbreaking" that despite progress in its political transition, Iraq's everyday life is dominated by the constant threat of sectarian violence and civil strife.
Speaking on a day that saw dozens more Iraqis killed in attacks, Mr. Annan said peace in Iraq can still be salvaged but that the country hangs dangerously close to a full civil war:
"Iraq and its leaders are now at an important crossroads. If they can address the needs and common interests of all Iraqis, the promise of peace and prosperity is still within reach. But if current patterns of alienation and violence persist much longer, there is a grave danger that the Iraqi state will break down, possibly in the midst of a full-scale civil war."
The U.N. chief said Iraq can still be, as he put it, brought back from the brink if the Baghdad government is able promote national reconciliation and draw the necessary support from the international community, including its immediate neighbors.
Speaking for Iraq, President Jalal Talibani insisted that despite the turmoil and death, the government's U.S.-supported Baghdad security plan is showing signs of success, amid what he said was a marked drop in reported incidents of violence in the last month.
Heard through an interpreter, Mr. Talibani said the government is committed to the principles of democratic civilian control of the security forces and "one-state, one-army," and intends to move against militias and what he conceded are rogue elements operating with the security forces:
"Designing and implementing a plan for the demobilization, disarmament and reintegration of militias: this is also a priority. This shall include retraining and creating employment opportunity for members of militias and other armed groups. The government also recognizes that the infiltration of the security ministries by criminal elements and members of terrorist groups represents a major challenge."
Mr. Talabani, the senior Kurdish member of the Iraqi government, said the current administration's aim is a decentralized federal system within a united democratic Iraq.
Proclaiming Iraq's interest in good relations with its neighbors, the president said Iraq will not allow its territory to be used against the interest of any neighbor but neither would it allow any interference in its internal affairs.
The meeting here was aimed at advancing the International Compact for Iraq, an initiative launched in July aimed at helping the country achieve financial independence within five years.
