World Bank policymakers have backed a controversial anti-corruption campaign led by bank president Paul Wolfowitz.
World Bank officials approved the plan today (Monday) in Singapore, but said the bank's shareholder governments would oversee the campaign.
Committee members from France, Germany, and Britain had pushed for the oversight.
Under Wolfowitz's plan, financial aid would be tied to a recipient country's anti-corruption efforts. Wolfowitz said the campaign will fight poverty by ensuring aid gets to the people who need it most.
But critics say the plan forces nations to liberalize their markets and privatize services.
Under the plan, loans to several needy countries have been suspended.
Last week, Britain threatened to withhold a 94 million dollar contribution to the World Bank in protest against conditions the bank places on aid to developing countries.
