일본과 러시아사이에 영유권 분쟁이 빚어지고 있는 해역에서 오십년 만에 처음으로 일본 어부 한 명이 러시아 국경 경비대의 총격을 받아 사망했습니다. 일본 외무성은 이와 관련 외교적 항의를 제기했고 사과와 보상을 요구하고 나섰습니다. 미국의 소리 특파원이 도쿄에서 보도합니다.
일본 해안경비대는 러시아 경비정이 16일 오전, 일본 어부 한명에 총격을 가해 숨지게 했다고 밝혔습니다. 사망한 어부는 조업 중이던 일본 게잡이 어선의 선원 4명 가운데 한명이었습니다. 나머지 3 명은 러시아 당국에 의해 연행됐습니다.
이번 사건은 러시아와 일본이 제 2차 세계대전 이후 서로 영유권을 주장해온 한 섬의 인근 해역에서 발생했습니다. 일본 외무성 다니구치 토모히코 대변인은 러시아의 태도는 “용납할수 없는 것”이라고 말했습니다.
다니구치 대변인은 러시아측이 다시는 그런행동을 되풀이하지 않아야 한다는 것이 일본의 입장이라고 밝혔습니다. 또한, 일본 정부는 러시아 정부가 빠른 시일 안에 나머지 3명의 선원들을 석방하고 어선을 돌려줄 것을 요구한다고 말했습니다. 일본 외무성은 일본 주재 러시아 임시 대사를 불러 강력히 항의 했습니다.
일본 해안경비대는 사고 당시 제 31 키신 마루호가 일본의 북부 홋카이도의 동쪽 끝 지점의 가이가라지마 부근 해역에서 조업 중이었다고 말했습니다. 러시아가 이번에 나포된 어선에 왜 총격을 가했는지는 아직까지 분명치 않습니다. 그러나 러시아측은 일본 어선에 중지하라고 먼저 요구했다고 말했습니다.

TEXT: Japan's Coast Guard has reported that Russia's border patrol shot dead a Japanese fisherman on Wednesday morning. He was one of four men aboard a crab fishing vessel. The other three have been taken into custody by the Russians.
The incident took place in waters near islands that Moscow and Tokyo have both claimed since the end of World War Two.
Japanese Foreign Ministry spokesman, Tomohiko Taniguchi, calls the behavior of the Russians "intolerable."

The Japanese Foreign Ministry summoned Russian's highest-ranking diplomat in Tokyo for a strong formal protest.
The Japan Coast Guard says the Number 31 Kisshin Maru was fishing near Kaigara Island, off the eastern tip of Japan's northern island of Hokkaido.
It is not yet clear why the Russians fired on the vessel, although the Russians say they first issued a demand to the boat to halt. Japanese officials have acknowledged the possibility that the fishing boat might not have stopped immediately.
The last fatal encounter in these seas was in 1956. Then, as now, Russian border guards killed a Japanese fisherman.
Russia attacked Japan in the closing days of World War Two, 61 years ago this month. Soviet forces took control of the northern Japanese islands and have held them ever since. The territorial dispute has prevented Moscow and Japan from signing a peace treaty formally ending the Second World War. (Signed)
