The United Nations human rights chief is calling on all countries to treat imprisoned terrorism suspects humanely, saying governments should ban torture and provide suspects a fair trial.
U.N. Commissioner for Human Rights Louise Arbour says governments must "anchor in law" their response to terrorism. She voiced "grave concern" over reports that suspected terrorists are being held in secret detention centers.
Arbour's comments to a session of the new U.N. Human Rights Council in Geneva appear directed at the United States. They follow news reports late last year that the CIA is holding terrorism suspects in secret detention centers in European and other countries to avoid a U.S. ban on torture. The European Union is investigating the reports.
In reply, the U.S. ambassador to the new council (Warren Tichenor) repeated what he called America's commitment to uphold its obligations to eradicate torture, and prevent cruel, inhumane or degrading treatment of prisoners worldwide.
