부산 앞바다에서 첫 국제해상 훈련 (영문첨부)


부산 앞바다에서 이번주 사상 처음으로 다국적 선박으로 이루어진 합동 해상치안 훈련이 실시됐습니다. 북태평양 연안 지역의 해상 치안을 강화하기 위한 목적으로 실시된 이번 훈련에는 한국을 포함해 모두 6개국이 참가했습니다. 부산에서 미국의 소리 특파원이 보내온 소식입니다.

한국과 미국, 일본, 러시아의 대형 해안 경비정들이 수백미터씩 서로 간격을 두고 부산 앞바다에 진을 치고 있습니다. 이것은 결전이 아니라 합동 훈련입니다. 한쪽에 훈련용이라고 글이 적혀 있는 대형 선박에서 화재가 발생했음을 알리는 오렌지색 연기가 뿜어져 나옵니다.

한국 해안 경찰청 선박 한척이 경적을 울리고 공중으로 신호탄을 보내면서 긴급 상황을 알립니다 그러자 러시아 선박이 모터 보트를 내려 문제의 선박옆에 나란히 대고 가상 조난자들을 구조했습니다. 구조 보트들이 안전하게 빠져나가고 있는 가운데 한국과 러시아 선박들은 소화포를 열고 수천리터의 바닷물을 공중으로 높이 뿜어 올리며 불타고 있는 선박의 갑판을 향해 쏘아댑니다.

미군 해안 경비대 소속 대원들과 중국 및 캐나다 참관 대표들은 거리를 두고 훈련을 지켜봤습니다. 이번 합동 해상 구조 훈련을 총괄 감독한 권동옥 한국 해양 경찰청 차장은 이날 훈련은 남한과 러시아, 미국, 일본, 중국과 캐나다가 참가하고 있는 사흘간의 국제 훈련을 마무리하는 것이라고 말했습니다. 권동옥 차장은 또 이번 해상 치안 훈련을 통해 각국은 서로간의 고유한 해상 법집행 능력을 공유할 수 있으며, 북태평양 해상의 안전이 좀더 확대될 것이라고 말했습니다.

한편 이번 합동 해상 치안 훈련과 때를 같이해 한국 해군은 9일 최신형 잠수함 진수식을 가졌습니다. 한국 해군을 창설한 고 손원일 제독을 기려 손원일호로 명명된 천 8백톤 규모, 214급의 이 신형 잠수함은 최대 속력 20노트에 최첨단 감지 장치와 어뢰, 기뢰, 잠대함 유도탄등 무기 체제를 갖추고 있으며 공기없이 추진할 수 있는 장치가 탑재되어 있어 물속에서 최고 50일동안 머물수 있도록 설계되어 있습니다.

한국 해군은 현재 천 2백톤 규모의 잠수함 9척을 보유하고 있으나 충전을 위해 사흘에 한번꼴로 물위에 떠올라야 하기 때문에 잠수함 본연의 임무인 은밀한 작전수행에는 어려움이 있었습니다. 기능이 보다 향상된 214급 잠수함을 처음으로 보유하게 됨으로써 한국 해군의 작전 반경은 보다 넓어질 것으로 예상됩니다 손원일호는 대 수상함 및 잠수함 작전과 해상 교통로 보호, 적의 주요 항만 봉쇄등의 임무를 수행할 것으로 알려졌습니다.

INTRO: Waters off the southern tip of the Korean peninsula were the site of first-of-their-kind multi-national maritime drills this week. South Korea hosted coast guard vessels and observers from five nations, for exercises aimed at improving security across Northeast Asia's coastal regions. VOA's South Korea Correspondent Kurt Achin has more from Busan.

TEXT: Large coast-guard cutters from South Korea, the United States, Japan, and Russia sat several-hundred meters across from each other off the shores of Busan, South Korea.

This was not a showdown - but a team-up.

A South Korean coast guard vessel sounded an emergency alert by blowing its horn and sending flares into the sky.

A Russian boat then dispatched motorized rafts to pull up alongside the troubled vessel and rescue simulated survivors.

As the rafts jetted away to safety, the South Korean and Russian vessels opened up pressurized water cannons, pumping thousands of liters of ocean water high into the air, in a trajectory aimed at the deck of the flaming ship. The crew of a U.S. coast guard cutter and observing delegates from China and Canada watched the drill from a distance.

The South Korean commander supervising the operation, Kwon Dong-ok, says the drill capped three days of international exercises involving South Korea, Russia, the United States, Japan, China, and Canada.

He says for the first time, the six nations cooperated in scenarios such as illegal drug interception, fire fighting, and evacuating survivors from sinking ships. He says the exercises are to take place every year, with each country taking turn to host the drills.

Kwon says the drills are designed to allow countries taking part to share maritime law enforcement specialties - a strategy that can be expanded into broader international operations.

He says the United States, for example, is comparatively strong in the field of maritime drug interception. At the same time, he says South Korea and Japan have strengths in coastal rescue missions.

The cooperation between South Korea and Japan follows what almost became a naval confrontation earlier this year between the two countries over disputed islands. South Korean protesters aboard boats tried to block this week's exercises with a demonstration against Japan's claim to the islands, but were turned back by South Korean maritime police. (SIGNED)
