미국의 딕 체이니 부통령이 테러와의 전쟁의 일환으로 국내 통화와 E-메일을 영장없이 도청하는 광범위한 계획을 촉구한 것으로 알려졌습니다.
뉴욕 타임스 신문은 14일 체이니 부통령과 그의 법률 고문이 2001년의 9.11 테러 공격이후 이같은 감시 노력을 적극 추진했다고 두명의 고위 정보 관계관이 말한 것으로 인용 보도했습니다.
그러나, 익명의 이 두 관계관은, 국가 안보국내 변호인들이 그러한 조치가 미국 법을 위반하게될 것이라는 우려를 표명했으며, 통화가 미국밖의 어느 누구와 관련된 것일 경우 영장없이 그 통화를 감청하도록 정부에게 허용한다는 절충이 이뤄졌다고 말했다고 전했습니다.

A published report says Vice President Dick Cheney called for a broad program to intercept domestic telephone calls and e-mails without warrants as part of the war on terrorism.
The New York Times today (Sunday) quotes two senior intelligence officials as saying Cheney and his legal advisor pressed for the surveillance efforts after the attacks of September 11, 2001.
But, the unidentified officials said lawyers within the National Security Agency expressed concern that the measures would violate U.S. law. They say a compromise was reached allowing the government to monitor conversations without a warrant if the call involved someone outside the United States.
