British Prime Minister Tony Blair has begun reshuffling his Cabinet after his Labor Party suffered heavy losses in local elections.
The prime minister's office has yet to announce what changes are being made.
In a vote seen as a referendum on Mr. Blair, Labor has lost at least 251 seats in early returns, while the main opposition Conservatives have gained at least 249. Thursday's election was to fill more than 43-hundred city and town council seats in England.
Mr. Blair and Labor are reeling from scandals and charges of incompetence, including the accidental release of more than one-thousand foreign prisoners who were facing deportation.
British political observers say the poor election showing by the Labor Party could force Mr. Blair to name a date for leaving office.
