러시아 검찰은 쌍트 페테르스부르그에 소재한 “국가통신대학교”의 5학년생인 세네갈 출신의 28살 람프사르 살씨의 살인용의자를 구금했습니다. 살씨는 지난 7일 아침 일찍 몇몇 친구들과 함께 인기있는 나이크 클럽을 떠나던중 목에 총격을 받고 사망했습니다.

경찰은 살인자의 총에 나치독일의 공식표장인 갈고리 십자가 그려져 있는 것을 발견했으며 사건이 발생한지 몇 시간도 지나지 않아 한 “신 나치 웹싸이트”는 “이 도시의 정화 작업이 계속되고 있다”며 살인자에게 찬사를 보냈습니다.

살씨의 피살 사건은 러시아에서 아프리카인과 아시아인 그리고 러시아 자체나 다른 구 소련 공화국 태생의 비 슬라브인들을 대상으로 오래 전부터 벌어져온 일련의 공격 사건중 최신의 것입니다.

바로 2주일전에도 역시 쌍트 페테르스부르그에서 러시아와 아프리카 혼혈인인 한 소녀가 칼로 공격을 받아 부상했습니다. 쌍트 페테르스부르그는 타지키스탄에서 온 9살난 소녀가 2년 전 가족들과 함께 걸어가던 중 머리를 짧게 깎은 자들로부터 구타를 당해 숨지는 등의 극악한 사건들이 벌어져 러시아 도시로서는 이러한 사건들이 가장 많이 벌어지고 있는 곳으로 평판이 난 도시입니다.

경찰은 이같은 사건들을 상당수 불량배들의 소행으로 취급하고 있다고 오래전부터 비난을 받아오고 있습니다. 불량배는 체포 구속되더라도 훨씬 가벼운 형에 처해지나 항상 꼭 그렇지만은 않습니다.

모스크바에 소재한 “소바 분석 정보 센터”에 따르면, 올들어 지금까지 인종주의적 공격들로 살해된 사람이 7명이고 부상한 사람은 수십 명에 이르고 있습니다. 지난 해의 경우 피살자의 수는 27명이었습니다.

쌍트 페테르스부르그에 있는 “과학과 문화, 교육, 보건 연맹”의 류드밀라 나루세바씨는 이 같은 상황을 두고 다음과 같이 묻습니다.

나루베사씨는 도시의 거리들에 얼마나 더 많은 피가 흐르고, 얼마나 더 많은 어린소녀들이 공격을 당하고 살해될 것인가고 묻습니다. 나루베사씨는 인종주의와 파시즘에 대한 행동을 촉구합니다.

러시아의 블라디미르 푸틴 대통령은 치안 기관들에게 이른바 “과격한 민족주의와 외국인 혐오 행위”를 분쇄하기 위한 노력을 강화해야 한다고 말했습니다.

분석가들은 이러한 문제의 상당부분이 경제적인 곤경과 러시아 젊은 이들 사이의 열등감에서 비롯되고 있다고 말하고 있습니다.

그러나, 국회의원 선거와 대통령 선거를 2년 앞둔 정치적인 측면의 이유도 있다는 분석도 나오고 있습니다. 모스크바에 있는 정치분석가 니콜라이 페트로프씨는 정치인들이 민족주의 카드를 활용하고 있는 것은 이번이 처음은 아니라고 지적합니다.

페트로프씨는 그의 표현을 빌어 “중심세력”이 선거에 영향을 주기위해 이른바 “나치스식 위협”을 동원하고 있다고 말합니다.

러시아 국회에는 많은 사람들이 인종주의적이고 반 유대적인 것으로 보고 있는 발언들로 잘 알려진 블라디미르 지리노브스키씨가 이끄는 정당등 두개의 민족주의 정당이 진출해 있습니다.

두번째 민족주의 정당은 지난 해 아제르바이잔 출신의 사람들을 “쓰레기”로 부른 텔레비전 광고를 내 당국과 물의를 빚었습니다.

모스크바에 있는 “카네기 센터”에서 일하고 있는 알렉세이 말라쉔코씨는 민족주의적인 위협이 또한 반 서방적인 측면도 있다고 지적합니다.

“민족주의는 일종의 애국적인 개념으로 이용될수있고, 아마 서방에 대한 반대로 돌릴 수도 있읍니다. 민족주의는 사회를 응집시키는 역할이나 도구가 될지도 모릅니다. 그러나, 이같은 러시아 민족주의자들의 행위는 앞으로 러시아 정계에 커다란 위험을 제시할지도 모른다는게 제 생각입니다.”

러시아의 일반 국민들사이에서는 이제, 이러한 여러가지 큰 사건들 때문에 우려가 점증하고 있습니다. 모스크바에선 이달에 젊은 이들이 카푸카스 산맥의 남부 지역 출신인 텔레비전 언론인을 구타하는 사건이 벌어졌습니다.

용의자들로 보이는 이들 머리를 짧게 깎은 젊은 이들은 또한 모스크바에서 카푸카스의 공화국인 카바르디노-발카리아의 문화부 장관인 유명한 가수에게 중상을 입히기도 했습니다. 이러한 행위들이 모두 이민자들과 외국인 그리고 학생들 사회에 공포 분위기를 증폭시키고 있습니다.

Russian police have arrested a suspect in the killing of a student from Senegal last week -- the latest in a series of attacks against foreigners and dark-skinned people in Russia. Criticism has been leveled at the
authorities for failing to take strong action to confront the problem, amid signs that the issue is also being exploited for political reasons. Bill Gasperini takes a look at the issue from Moscow.

Russian prosecutors have detained a suspect in the killing of 28-year-old Lampsar Sall, a fifth-year student at the State Communications University in Saint Petersburg.

Sall was shot in the neck as he left a popular nightclub with some friends, early Friday morning.

Police found a swastika painted on the murder weapon and, within hours, a neo-Nazi website applauded the murder, stating that "the clean-up of the city continues".

Sall's death was just the latest in a long series of incidents targeting Africans, Asians and non-Slavic peoples from inside Russia or other ex-Soviet republics.

Just two weeks ago, a girl of mixed Russian and African origin was wounded in a knife attack in Saint Petersburg, which has gained a reputation as the Russian city with the highest number of such incidents.

In one of the worst cases there, a nine-year-old girl from Tajikistan was beaten to death by skinheads, while walking with her family, two years ago.

Police have long been criticized for treating many such cases as acts of hooliganism, which carries a much lighter sentence when the perpetrators are arrested, which is not always the case.

So far this year, there have been seven killings and scores of injuries attributed to racist attacks, according to the SOVA Analytical Information Center in Moscow. There were 27 killings, last year.

Lyudmila Naruseva is a member of the Federation of Science, Culture, Education and Health in Saint Petersburg.

She asks how much more blood will be shed on city streets and how many more young girls will be attacked and killed. She calls for acton against racism and fascism

President Vladimir Putin has told security agencies they must step up their efforts to combat what he calls "militant nationalism and xenophobia. "

Analysts say economic hardship and a sense of inferiority among young Russians account for much of the problem.


But there is also a political dimension in the run-up to parliament and presidential elections in two years.

Nikolai Petrov is a political analyst in Moscow. He says this is not the first time politicians are playing the
nationalist card.

He says what he calls "the central power" is using what he terms "the brown threat" to effect elections.

Russia has two nationalist parties in parliament, including one led by Vladimir Zhirinovsky, known for statements many see as racist and anti-Semitic.

The second party got into trouble with the authorities last year, when it ran a television advertisement that called people from Azerbaijan "garbage."

Alexei Malashenko is with the Carnegie Center in Moscow. He says the nationalist threat may also have an anti-Western aspect.

"Nationalism can be used for a kind of national idea, maybe turned against the West. It may perform a role or certain instrument for social consolidation. But, I think that in the future the activity of Russian nationalists may present a big danger for Russian political establishment."

Concern is now growing among the general public because of various high-profile cases.

In Moscow earlier this month, youths beat a television journalist from the southern Caucasus Mountain region.

Suspected skinheads in Moscow also severely wounded a prominent singer who is the culture minister of Kabardino-Balkaria, a republic in the Caucasus.

All of this adds to a climate of fear among the immigrant, foreign and student communities in Russia.

Back in Saint Petersburg, friends of Lampsar Sall gathered in their dormitory to discuss the situation.One asked the question that is likely to be on all of their minds: "Who might be next?"
