북한 핵문제를 해결하기 위한 6자회담의 참가국 대표들이 동시에 한 자리에 모인 것은 몇 달 만에 처음 있는 일입니다. 6자회담의 주최국인 중국은 이곳 도쿄에서도 중재자 역할을 하고 있습니다.
중국과 북한 대표들은 10일 회담을 가졌고, 미국측 6자회담 수석대표인 크리스토퍼 힐 국무부 동아시아 태평양 담당 차관보는 11일, 중국측 수석대표인 우 다웨이 외교부 부부장과 주일 중국대사관에서 만났습니다. 그러나 힐 차관보는 북한측 수석대표인 김계관 외무성 부상을 만날 계획은 없다고 일축했습니다.
힐 차관보는 김계관 부상과의 회담에 관해 알지 못한다면서, 계획된 것도 없고 바뀐 것은 아무 것도 없다고 말했습니다. 힐 차관보는 기자들에게 북한인들은 단지 회담할 용의가 있다는 것이 아니라, 행동을 취할 준비가 돼있음을 보여줘야한다고 말했습니다.
힐 차관보는 자신은 이미 여행가방을 챙겨놓고 기다리고 있다며, 북한이 핵 문제를 해결하기 위해 구체적인 절차를 밟겠다는 자세로 6자회담에 복귀한다면 언제든지 만날 준비가 돼있다고 말했습니다.
북한은 지난해 9월, 다른 6자회담 참가국들의 요구에 따라 경제원조와 외교적 승인을 받는 대가로 핵무기 개발계획을 중단하겠다고 동의한 바 있습니다.
그러나 미국정부가 일부 북한기업들과 마카오 소재 방코델타 은행에 대해 불법 금융거래를 했다는 혐의로 제재조치를 취하자, 북한은 이같은 제재조치가 해제될 때까지 6자회담에 복귀하지 않겠다고 선언했습니다. 미국정부는 6자회담과 금융제재 조치는 별개의 사안이라고 말하고 있습니다.
힐 차관보는 11일, 북한이 6자회담에서 다음에 어떤 조치를 취할 것인지 결정할 시간을 벌기위해 두 문제를 연계시킨 것 같다고 말했습니다.
일본의 아소 타로 외무장관은 11일, 북한은 6자회담과 금융제재 조치를 별개의 사안으로 다루겠다는 조짐을 보이지 않았다고 말했습니다.
힐 미 국무부 차관보와 우 중국 외교부 부부장간의 회담에 앞서, 지난 며칠동안 6자회담 참가국들은 교착상태에 빠져있는 6자회담의 돌파구를 마련하기 위해 서로 1대1 회담을 갖는 등 분주한 행보를 보였습니다.
한편, 일부 언론의 보도에 따르면 김계관 부상과 힐 차관보가 11일밤 중국의 중재로 비공식 회동을 갖고 있는 것으로 알려졌으나 이는 확인되지 않고 있습니다.

High-level diplomacy continues in Tokyo as U.S. and other negotiators try to lure North Korea back to six-party negotiations over its nuclear weapons programs. But as VOA's Steve Herman reports from the Japanese
capital, it appears unlikely there will be any direct talks between the top U.S. and North Korean diplomats, who are among the participants in a Northeast Asian security conference.
This is the first time in months that all the negotiators from the six nations involved in the North Korean nuclear talks have been in the same place at the same time. But as it turned out, that was no guarantee that they
would all talk to each other.
The host of the stalled six-way talks, China, again found itself playing the middleman role here.
Chinese and North Korean officials met on Monday, and then the top U.S. diplomat in the talks, Assistant Secretary of State Christopher Hill, had talks at the Chinese embassy Tuesday with China's Vice Foreign Minister,
Wu Dawei.
However, Hill later dashed any hopes of an imminent meeting with the North Korean negotiator, Vice Foreign Minister Kim Gye Gwan.
"I'm not aware of that. Nothing is scheduled, nothing has changed."
Hill told reporters that what is needed from the North Koreans is not merely a willingness to talk, but a readiness to act. The U.S. official said he has a suitcase all ready for Beijing, if Pyongyang returns to the six-party process ready to take concrete steps towards resolving the nuclear dispute.
North Korea agreed in principle last September to dismantle its nuclear weapons programs - as the other five parties to the talks are demanding - in return for economic aid and diplomatic concessions.
But then Washington imposed sanctions on several North Korean companies and a bank, accusing Pyongyang of drug trafficking, currency counterfeiting and money-laundering.
North Korea declared that it would not return to the nuclear talks until Washington lifted those sanctions. Washington argues that the two issues are not related, but Hill on Tuesday speculated that North Korea had linked
the issues to give itself more time to decide on its next move in the nuclear talks.
Japanese Foreign Minister Taro Aso on Tuesday said North Korea had not shown any sign of separating the sanctions issue from the six-nation talks.
The talks between Hill and Wu at the Chinese embassy came after a series of discussions over the last several days, some one-on-one and others involving several nations - all seeking ways to break the stalemate.
