미국에서 존 네그로폰테 국가정보국장이 일부 국회 의원들의 압때문에 이라크에서 노획된 수천건의 문서와 서류들을 공개하도록 지시했습니다. 그러나 전문가들은 이들 문서들이 어째서 거의 또는 전혀 사전 검렬 과정없이 공개된 것으로 보이는 것인지를 둘러싸고 의문을 감추지 못하고 있습니다.

5만개로 추산되는 이라크 문서 상자중 약 600건의 문서들이 미국 육군의 대외 군사 문제 연구소 웹싸이트에 처음으로 공개됐습니다. 이 문서 공개에는 미국 정부가 이들 공개된 문서나 서류의 신빙성이나 진실성 및 정확성을 보증할 수없다는 공식적인 주석이 첨부되어 있습니다.

도날드 럼스펠드 국방 장관은 이들 문서나 녹음 테이프의 상당수가 공개에 앞서 철저히 검토되지 않았다고 말하고 있습니다.

이들 문서나 테이프들은 대부분 아랍어로 되어 있으며, 많은 경우 읽혀지거나 번역 또는 분석되지 않은 채 미국 정부에 의해 공개되고 있다고 럼스팰드장관은 밝히고 그 이유는 단시간의 검토작업에서 엄청나게 많은 양을 공개하는 것이 적절하다는 결정이 내려졌기 때문이라고 말했습니다.

한때 오사마 빈 라덴에 대한 추적반을 이끌었던 전 중앙 정보국 CIA 간부 마이클 슈어씨는 수 만건이나 되는 노획 문서나 서류들을 예비 검렬없이 공개하는 것은 전례가 없는 일이라고 말합니다. 그는 나치 독일로부터 압수한 서류들이 제 2차 세계 대전 종전후 오랜 세월이 지나기까지 공개되지 않았던 점을 지적하고 있습니다.

그토록 많은 양의 문서들을 작전상으로 유용하거나 또는 미국의 일부 동맹국들에게 해롭거나 혐의를 두게 될 수도 있고, 반면에 미국 정부 자체를 당혹스럽게 만드는 등의 정보가 있는 지를 철저히 살펴보기 위한 일차적인 정밀 심사없이 공개해 버린다는 것은 참으로 무책임한 행동이라는 것입니다.

그러나, 또 다른 전직 CIA 간부는 보안상으로 아무런 문제가 없는 것으로 보고 있습니다. 현재 “미국 기업 연구소”의 연구원으로 있는 로엘 마크 게레쉬트씨는 사담 훗세인 정권이 사라졌으며, 따라서 그러한 문서들을 기밀로 분류할 이유가 없다고 지적합니다.

도리어 좀더 일찍 공개됐어야 한다는 것입니다. 그리고 CIA가 이라크의 문서중 어느 것도 기밀화 하도록 허용돼서는 안된다고 게레쉬트씨는 말합니다.

그러나 역설적인 점은 이들 문서의 공개가 이전에 기밀 해제됐던 공공 문서 보관소나 소장실등의 역사적인 문서들을 고위관리들이 다시 기밀로 분류하고 있는 것과 때를 같이하고 있다는 것입니다.

마이클 슈어 전 CIA 간부는 이라크와의 전쟁을 개시하게 된 부쉬 행정부의 정당성을 드높여줄 핵심적인 증거를 누군가가 찾아내 주기를 미 행정부는 희망하는 것으로 믿고 있습니다.

그러나, 역시 CIA 간부였던 로엘 게레쉬트씨는 이번 문서 공개에 정치적인 동기가 있는 것으로는 거의 풀이하지 않습니다. 그는 단순히 정부가 그러한 문서나 서류를 모두 철저히 정사하고 심사할 수 있는 유능한 아랍어 언어학자들을 충분히 확보하고 있지 못하다는 점을 지적합니다.

그 서류들을 제대로 심사할때 까지 기다리자면 모든사람이 죽은후에나 가능해질 것이라고 게레쉬트씨는 말합니다. 미국정부가 아랍어 문서들을 취급하는데 얼마나 어려움을 겪고 있는지 과소평가할수 없다면서 게레쉬트씨는 미국 정부가 그러한 문서나 서류들을 완벽하게 검토할 수 있을 방법은 존재하지 않는다고 지적합니다.

그러한 서류들을 철저히 검토할 수 있는 유일한 방안은 국외자뿐이라는 것입니다. 공개된 이라크 문서들중 하나는 러시아가 지난 2003년 미국의 이라크 침공 전날 사담 훗세인 정권에 대한 미군의 동태를 누설했다고 말하고 있습니다. 러시아측은 이같은 주장을 부인하고 있습니다.

그러나, 러시아가 미군을 위험에 빠트렸다는 이같은 주장에 대한 미국의 공식 반응은 미온적입니다. 마이클 슈어씨는 러시아가 사담 훗세인에게 정보를 제공했을지도 모른다는 데에 놀라지 않는다고 말합니다. 그러나 그는 이에 대해 행정부나 국회로부터 어떠한 분노의 아우성도 나오지 않은 것을 궁금하게 여기고 있습니다.

러시아측이 사담에게 정보를 제공하려 했다는 것이 사실이라 해도 놀랄일이 못된다면서 슈어씨는 그 이유는 러시아가 사담진용과 매우 긴밀한 관계를 유지했었기 때문이라고 말합니다.

그리고 러시아는 사실 미국이 상상하는 것만큼 미국의 돈독한 우방이 아니라고 슈어씨는 단정합니다. 그럼에도 불구하고, 이라크관련 문서들을 공개하고 그에 관해 침묵한다는 것은 이해하기 어렵다고 슈어씨는 말합니다.

로엘 게레쉬트 전 중앙 정보국 간부는 미국 정보 기관이 바그다드에 허위 정보를 전달하도록 러시아측을 기만했는지도 모른다는 등의 여러가지 가능한 각본을 제시합니다.

그중 한가지는 러시아측이 미군의 동태를 사전에 누설한다면 그 충격이 덜하리라는 것이라고 게레쉬트씨는 풀이합니다. 전달된 정보중 어느 것이 실제로 정확한 것이었는 지는 분명하지 않습니다.

이는 곧 전달된 정보가 단순히 나쁜 것이었을 수도 있고 또, 러시아측에 의해 전달된 그 정보가 사실상 함정이었음을 뜻할 수도 있기 때문에 이를 적절히 평가하는 것은 대단히 어렵다고 게레쉬트씨는 말합니다.

관계관들은 이라크에서 노획된 문서나 서류들을 모두 공개하자면 약 일년이 걸릴 것이라고 말하고 있습니다.

Under pressure from some members of Congress, Director of National Intelligence John Negroponte ordered the public release of thousands of documents and other files captured in Iraq. But, as VOA correspondent
Gary Thomas reports, experts are puzzled as to why the documents were apparently released with little or no screening.

The initial release of some 600 items from an estimated 50-thousand boxes of files is posted on a website of the U.S. Army's Foreign Military Studies Office. Accompanying the release is an official disclaimer that says
the U.S. government cannot vouch for the authenticity, truthfulness, or accuracy of any of the released files.

Defense Secretary Donald Rumsfeld says many of the documents and tapes have not been thoroughly reviewed prior to release.

"These things are mostly in Arabic and they're going to be put out by the government of the United States without, in many cases, having been read or translated or analyzed or checked, simply because the decision has been made that with a quick review a great amount of it is - it is appropriate to put out a large amount of it."

Former CIA officer Michael Scheuer, who once headed the unit tracking Osama bin Laden, says it is unprecedented to release thousands of captured files without any preliminary screening. He points out that captured files from Nazi Germany were not declassified and released until many years after the end of World War Two.

"To give away that amount of documents without first having examined them thoroughly to see if there was any information that was either operationally useful or incriminating or damning to some of America's allies or embarrassing to the U.S. government itself is really an irresponsible act."

But another former CIA officer sees no security problem. Reuel Marc Gerecht, now a scholar at the American Enterprise Institute, says the Saddam Hussein regime is gone and there is no reason to classify the material.

"I applaud the decision to release it. It should have been released sooner. And they should not allow the (Central Intelligence) Agency to classify any of that Iraqi documentation."

Ironically, the release comes at the same time that officials have removed previously declassified historical documents from public archives and repositories to make them secret again.

Michael Scheuer believes the government hopes somebody will uncover a key piece of evidence that will bolster the Bush administration's rationale for going to war with Iraq. But Reuel Gerecht plays down any political
motivation for the documents' release. He says the government simply does not have enough competent Arabic linguists to sift through and screen all the material.

"Well, they won't be able to screen them. If we have to wait for them to screen them, we'll all be dead. You cannot overestimate the fatigue the American government has in handling Arabic documentation. There's no way in god's earth the American government could competently review that material. The only chance you have for a thorough review of that material is by outsiders."

One document from the Iraqi archive says Russia gave away U.S. troop movements to the Saddam Hussein regime on the eve of the U.S. invasion in 2003. Russia has denied the charge.

But official U.S. reaction to the charge that Russia put American troops in danger has been muted. Michael Scheuer says he is not surprised that Russia might have given information to Saddam Hussein. But he is puzzled
that it had not produced any howls of outrage from the administration or Congress.

"I really do not know what to make of it. It does not surprise me, if it is true, that the Russians would supply information to Saddam. They had a very close relationship. And the Russians are more our friends in our own
imagination than they are in fact. But to release it just publicly and then just be silent about it - it is very difficult to understand what they are doing.

Reuel Gerecht offers possible explanations, including one that the Russians may have been duped by American intelligence to pass misleading information to Baghdad.

"One would not be shocked if the Russians gave away U.S. troop movements. You would be shocked if they did not. It is not clear that any of the information relayed was actually accurate, which could mean that the information that was relayed was just simply bad. It could mean that the information that was relayed by the Russians was actually planted. So it is very, very difficult to assess this properly yet."

Officials say it will take about one year to release all the captured material.
