Israel's Kadima Party has begun talks with possible coalition partners just hours after declaring victory in parliamentary elections.
With 28 seats out of 120 in Israel's parliament, Kadima has won a plurality, but party officials say they are looking to Israel's Labor Party and to one of the smaller religious parties to assemble a broad coalition.
Speaking after unofficial results were announced, Kadima's leader, Acting Prime Minister Ehud Olmert, said if peace talks with a Hamas-led Palestinian government are not possible, Israel will act alone to define its borders.
Mr. Olmert has said coalition partners must accept his plan for unilateral withdrawals from the West Bank.
In Washington today (Wednesday), President Bush telephoned Mr. Olmert to congratulate him.
But incoming Palestinian Prime Minister Ismail Haniyeh, of the militant Islamic group, warned of a new cycle of violence if Israel does not recognize Palestinian rights.
