The top American general in Iraq says coalition forces and Iraqis have made great progress during the past three years and he expects there will be a gradual reduction of coalition troops during 2006.

Speaking on U.S. television (Fox News Sunday, Meet the Press) on the third anniversary of the start of the war, General George Casey acknowledged continuing sectarian violence, but said he expects Iraqi political leaders to build a stable government based on national unity.

President Bush later said he sent word today (Sunday) encouraging leaders in Iraq to work hard on building a government that represents the will of all Iraqis. Mr. Bush said Americans are pursuing a strategy that will lead to victory in Iraq and will make the United States more secure.

Later, in a televised interview (on CBS' Face the Nation) Vice President Dick Cheney praised Iraqi leaders, saying they have met every political deadline so far. Cheney said terrorists in Iraq are growing desperate and are trying to create a civil war.

However, Democratic Congressman John Murtha says Iraq is already in a civil war and American troops should begin withdrawing. Murtha said (on the NBC television program Meet the Press) such a withdrawal would give Iraqi leaders a strong incentive to take control of their country.

The comments came as anti-war protesters in several countries held demonstrations to mark the third anniversary of the war's start.
