미국의 콘돌리자 라이스 국무장관은 일본, 호주 3개국 외무장관들과 18일에 갖게될 안보 회담에서는 국제 사회에서 점증하고 있는 중국의 역할에 대해서만 촛점을 맞추는 것이 아니라 이라크및 북한 문제등 다른 공동의 관심 현안들도 다뤄질 것이라고 말했습니다.
호주 시드니를 방문중인 라이스 미 국무 장관은 존 하워드 호주 총리와의 회담에 이어 가진 기자회견에서 이번 안보 회담에서는 이라크 전쟁 및 북한핵무기 확산 문제 또한 핵심 현안으로 촛점이 맞춰질 것이라고 강조했습니다.

콘돌리자 라이스 미 국무장관은 동북아시아 지역내 패권국으로서의 중국의 부상은 호주와 일본 외무장관들과 18일 시드니에서 가질 안보 회담의 주요 현안들가운데 하나일 뿐이라고 말했습니다.
라이스 장관은 존 하워드 호주 총리와 회담에 이어 가진 공동 기자 회견에서 중국의 군사력 강화와 경제 성장이 역내에 긍정적 역할이 되야 할 필요는 있을 것 같다고 강조했습니다. 라이스 장관은 또 중국과 일본에게 두나라간의 경색된 관계를 개선할 것을 촉구했습니다.
라이스 장관은 미국은 중국과 좋은 관계를 맺고 있으며, 일본과 중국간에도 좋은 관계를 갖도록 고무시켜 왔다고 말했습니다. 라이스 장관은 이어서 이들 관계속에서 일부 어려운 문제들이 존재하고 있음에도 불구하고 광범위한 경제 관계 및 무역 관계를 갖고 있음을 지적할 수도 있다면서 아시아 태평양 경제협력체, 에이펙 회원으로서 우리는 공동 존재하고 있기 때문에 중국과 일본간 관계 개선을 위해 함께 해나가야 할 일이 매우 많다고 강조했습니다.
한편 라이스 장관은 일본과, 호주, 미국은 폭넓은 국제 현안들을 공유하고 있다면서 이들 가운데는 북한의 핵 위기사태 해결과 이들 3나라 모두가 자국군 병력을 주둔시키고 있는 이라크 문제와 관련한 협력 등이 포함된다고말했습니다.
라이스 장관은 이번 안보 회담에서는 물론 중국을 포함한 역내 변화 에 관해 논의할 예정이지만 중국문제만 핵심 현안으로 부각되는 것은 잘못된 신호가 될 것이라고 강조하면서 미국과 호주, 일본은 다양한 공동의 관심 현안, 즉 이라크 전쟁 문제나 핵무기 확산 문제등 광범위한 현안을 논의하게 될 것이라고 말했습니다.
이같은 발언은 라이스 장관이 중국의 군사력 증강과 관련해 중국 정부에 보다 구체적인 설명과 투명성을 촉구한지 하룻 만에 나온 것입니다. 라이스 장관은 16일, 알렉산더 다우너 호주 국방장관과의 회담에서 중국이 국방비를 14퍼센트나 증강할 것으로 알고 있다면서 그같은 거액의 국방예산이 무엇을 의미하는지 설명해야 한다고 말한 바 있습니다.
한편 이날 기자회견에 동석한 존 하워드 호주 총리는 새로운 핵 확산 문제, 즉 인도가 민간용 핵 시설들을 국제 감시단에 공개하는 조건으로 인도와 평화적 핵기술을 공유하기로 한 미국의 결정을 거론했습니다.
하워드 총리는 호주는 핵확산 금지 조약, NPT 조약 비 서명국인, 인도같은 나라들에 우라늄 판매를 금지하고 있는 자국의 정책을 변경할 계획이 없다고 강조했습니다. 하워드 총리는 그러나, 양국간의 협정에 관해 구체적인 내용을 파견하기 위해 인도와 미국에 공식 대표단을 파견할 예정이라고 말했습니다.
호주는 전세계 우라늄 매장량의 약 30퍼센트를 차지하고 있는 세계 최대 우라늄 보유국입니다. 인도는 핵 연료 제조를 위해 호주의 우라늄을 구입하는데 관심을 표명해왔습니다. 라이스 장관은, 호주 장병들과의 만남, 시드니항에 정박중인 미 해군 부대 위문 방문, 멜버른 커먼 웰쓰 경기등을 지켜보며 하루 일정을 보냈습니다.

Secretary of State Condoleezza Rice says China is not the only focus of Saturday's security talks with Australia and Japan. Speaking in Sydney with Australian Prime Minister John Howard, Rice says Iraq and nuclear proliferation will certainly figure on the agenda. Secretary of State Condoleezza Rica says China's rise as a regional power will just be one among many issues on the agenda when she meets Saturday with the foreign ministers of Japan and Australia in Sydney.
Speaking to reporters after meeting with Australian Prime Minister John Howard, Rice emphasized China's growing military and economic might needs to become a positive force in the region. She also urged Japan and China to improve their strained relationship.
"We have good relations with China and we have encouraged good relations between Japan and China. I might note that despite some of the difficulties that exist in that relationship they do have an extensive economic relationship, a trade relationship and so we are together in APEC, as members of the Pacific-rim nations. So there is a lot to work with in the Japan-China relationship."
Rice says Japan, Australia, and the United States share a large and global agenda. This includes resolving the North Korean nuclear crisis and cooperation in Iraq, where all three countries have troops.
During their joint news conference, Mr. Howard brought up a new proliferation issue - that of the U.S. decision to share peaceful nuclear technology with India in exchange for it opening up civilian facilities to U.N. monitors.
The Australian leader repeated his country has no plans to change its policy of banning uranium sales to countries, like India, that have not signed the Nuclear Nonproliferation Treaty.
But Mr. Howard says he will send an official delegation to India and the United States to get more information about the arrangement.
Australia has the world's largest uranium reserves - about 30-percent of the total. India has expressed an interest in purchasing Australian uranium to make nuclear fuel.
Secretary Rice is spending the day in Melbourne meeting with Australian troops and attending sports matches of the Commonwealth Games.
