The European Union says Iran must halt all its nuclear research now, or face action by the United Nations Security Council. European officials say Iran's recent move to close its facilities to International Atomic Energy Agency inspectors heightened suspicions that Tehran has launched a secret weapons-building program.

The E.U.'s message will be delivered to the I.A.E.A. during today's (Wednesday's) meeting of the U.N. agency's board of governors, who are in Vienna discussing the Iran controversy and possible sanctions by the U.N. Security Council. In Iran today, President Mahmoud Ahmadinejad said his nation is making full use of nuclear energey for peaceful purposes, and the world will have to yield to Iran's decision. (Mr. Ahmadinejad was speaking at a gathering in Khorramanad.)

U.N. Secretary-General Kofi Annan says he believes Tehran is likely to point to the nuclear agreement with India that President Bush announced last week in New Delhi, as supposed evidence that Western nations are biased against Iran. (Mr. Annan was speaking on U.S. public television [PBS' "Charlie Rose Show"] late Tuesday.) Vice President Dick Cheney warned Tuesday there would be "meaningful consequences" for Tehran if its suspected pursuit of an atomic bomb continues.
