하마스의 압승으로 끝난 팔레스타인 총선거의 파장과 향후 전망 (영문기사 첨부)


허드슨연구소의 존 오설리번 선임연구원과 팔레스타인 언론인이며 라말라시 알 쿠즈대학 현대언론연구소의 다우드 쿠타브 소장,‘민주주의방위재단’의 클리포드 메이 회장을 통해 최근 하마스의 압승으로 끝난 팔레스타인 총선거의 파장과 향후 전망에 관해 알아봅니다.

최근 요르단 강 서안의 헤브론 시에서 폭도들은 한 국제감시단체의 사무실을 공격해 돌을 던지고 유리창을 부쉈습니다. 이것은 예언자 모하메드를 풍자한 만평이 덴마크 신문에 실린 뒤에 전세계적으로 벌어진 많은 폭력적인 사건들 가운데 하나였습니다.

만평을 둘러싼 폭력들은 팔레스타인 총선거에서 급진적인 회교단체 하마스가 압승을 거둔 중동지역의 중대한 정치발전 직후에 나왔습니다.

하마스는 광신적인 폭력과 자살폭탄 공격에 관련돼 있는데, 이제 양자택일의 선택을 해야 할 기로에 서 있습니다.

조지 부쉬 미국 대통령은 하마스가 테러리즘에 반대하고 이스라엘과 화해할 것을 촉구하고 있습니다.“팔레스타인 국민은 선거에서 투표했습니다. 이제 하마스 지도자들은 이스라엘을 인정하고, 무장을 해제하며, 테러리즘에 반대하고, 지속적인 평화를 위해 노력해야 할 것입니다.”

‘허드슨 연구소’의 존 오설리번 선임연구원은 하마스의 압승이 미국정책의 패배를 의미하는 것인지에 대해 의문을 제기합니다.“하마스의 압승은 어느 의미에서 앞으로 미국 정책을 어떻게 전개해 나갈 것인가 하는 문제로 귀결됩니다.

테러단체의 정부를 선거로 뽑은 것은 분명히 큰 문제이지만, 앞으로의 정책방향은 테러분자들로 하여금 테러를 포기하고 민주정치로 돌아서게 유도해야 할 것입니다.

만약 하마스가 정부를 구성하고, 의회에 들어가서 테러리즘을 포기하고 완전히 그리고 전적으로 정치적 목표들을 약속할 수 있게 된다면 일이 잘 될 것입니다.

그러나 만약 하마스가 그렇게 하지 않는다면 이들을 테러분자로 대우할 수밖에 없을 것입니다. 다른 나라와 전쟁을 하는 정부에 공공연히 보조금을 줄 수는 없지만, 평화과정에 전념해야 한다고 말할 수 있을 것입니다.”

팔레스타인 언론인이며, 라말라의 알 쿠즈대학 현대언론연구소의 다우드 쿠타브 소장은 서방국가들이 하마스와 협력해야 할 것이라고 말합니다.

“하마스는 팔레스타인 유권자들로부터 77%의 압도적인 지지를 받았습니다. 하마스는 강령에서 팔레스타인을 점령해온 점령세력이며 합법적인 국가인 이스라엘을 인정할 생각도 없고 또 인정하지 않을 것이라고 하는데, 그들의 입장을 좋아하든 아니든 하마스는 이 강령으로 승리했습니다. 그래서 만약 민주주의를 믿는다면, 앞으로 하마스를 상대해야 하며, 또 대다수 팔레스타인 인들의 입장을 받아들여야 합니다. 이들에게 보조금 지급을 중단하는 것과 같은 재정적인 공갈 시도로 이들을 변화시킬 것으로는 생각하지 않습니다.”

‘민주주의방위재단’의 클리포드 메이 회장은 팔레스타인의 민주적인 결정을 존중할 수 있는 올바른 길은 바로 이들의 투표결과가 반영되도록 하는 것이라고 말합니다.

“민주주의 결과를 존중해야 한다는 것은 국민이 선택하는 것을 존중하는 것이지만, 때로는 이런 선택이 잘못된 선택이 될 수도 있다는 것을 의미합니다. 그리고 국민의 선택을 존중해야 한다면 그들의 선택 결과를 받아들여야 합니다. 이것이 바로 민주사회가 얼마나 성숙했느냐를 보여주는 것입니다. 이런 경우에 팔레스타인 인들은 좋은 선택을 하지 못했습니다. 팔레스타인 인들은 어쩌면 두가지 중에서 최악의 것을 선택했는지도 모릅니다. 앞으로 그 결과가 나타날 것이며, 이것은 앞으로 그들의 결정에 영향을 미치게 될 것입니다.”

This was one of many violent incidents around the world that followed the publication of cartoons depicting the Prophet Mohammed in a Danish newspaper. The violence over the cartoons came not long after a major political development in the Middle East -- the victory of the radical Islamic group Hamas in Palestinian elections. Hamas is identified with fanaticism and suicide bombing, but now faces a choice. President George W. Bush called on Hamas to renounce terrorism and make peace with Israel:

Bush: "The Palestinian people have voted in elections. And now the leaders of Hamas must recognize Israel, disarm, reject terrorism, and work for lasting peace."

Host: John O'Sullivan is a senior fellow at the Hudson Institute. He questions whether the election of Hamas is a defeat for U-S policy.

O'Sullivan: This is how U-S policy is, in a sense, supposed to operate. Obviously electing a government which is openly terrorist, is a great problem, but the idea is to lure terrorists from terrorism into democratic politics. Now, that only works, if, when they become governments, when they enter parliaments, they give up terrorism and commit themselves wholly and exclusively to political aims. If they don't do that then they have to be treated as terrorists. You cannot subsidize a government, that openly wages war on another government and say you're committed to the peace process.

Host: Daoud Kuttab is a Palestinian journalist and director of the Institute of Modern Media at Al Quds University in Ramallah. He says the West is obliged to work with Hamas:

Kuttab: Hamas won an election of seventy-seven percent of Palestinians with a very strong majority. On the platform it's said they don't feel and they don't recognize the state of Israel has been an occupying power and has been a legitimate power, and whether they like their position or not, they won on that platform. And so if we believe in democracy, we have to deal with Hamas and we have to accept the position of the majority of the Palestinian people. I don't think that any attempt to blackmail them financially -- not give them money -- is really going to change them.

Host: Clifford May is president of the Foundation for the Defense of Democracies. He says that the correct way to honor Palestinians' democratic decisions is for there to be consequences of their vote:

May: Respecting a democratic outcome means you respect that people make choices and sometimes those choices will be bad choices. And if you respect peoples' choices, they must live with the consequences of their choices. That is how a democratic society matures. In this case the Palestinians did not have good choices. They made the worst of the two probably. There will be consequences and that will impact their decision-making the next time.
