'미국, 이스라엘 인정않는 하마스 지원 못하도록 외교활동 전개' - 라이스 국무장관 (영문기사 첨부)


미국은 하마스가 주도하는 팔레스타인 정부가 폭력을 포기하고 이스라엘의 존재를 인정하지 않는 한 국제사회가 지원을 거부하도록 할 목적으로 외교적 접촉을 벌이고 있다고 콘도리사 라이스 국무장관이 밝혔습니다. 라이스 장관은 30일 영국 런던에서 중동 문제 논의 당사자들과 이 문제를 협의합니다. 좀더 자세한 내용 전해드립니다.

부쉬 행정부는 하마스의 부상으로 팔레스타인에 대한 미국의 지원이 비록 전부는 아니더라도 대부분 위태롭게 됐음을 이미 분명히 하고 있습니다. 라이스 장관은 미국은 앞으로의 지원이 차기 팔레스타인 정부의 평화에 대한 약속과 연계될 수 있도록 하기 위해 다른 공여국들과 접촉하고 있다고 밝혔습니다.

라이스 장관은 런던으로 향하는 기내에서 기자들에게 미국은 유럽과 아시아 국가들 및 다자 기구들과 접촉하고 있다면서, 국제사회의 반응은 심지어 중동지역 국가들까지도 매우 일치한다고 말했습니다. 즉, 하마스는 세계 각국과 정상관계를 이루려면 이스라엘의 존재를 부정하는 자신들의 강령이 어떤 의미를 갖는지 심사숙고해야 한다는 것입니다.

라이스 장관은 팔레스타인 정부가 국제사회에 전면적이고 실질적으로, 그리고 의미있게 참여하고 자신들의 계획에 대해 지원을 받으려면 폭력이 아닌 평화를 위해 헌신해야 한다는 게 미국의 입장이라고 말했습니다. 라이스 장관은 미국은 하마스가 주도하는 정부 출범 이전에 과도적으로 유지될 마흐무드 아바스 수반의 현 팔레스타인 자치정부에 대한 지원 약속은 이행하는 방안을 검토하고 있다고 말했습니다.

또 새 정부가 들어서더라도 순전히 인도적인 지원은 중단하지 않을 것임을 내비치면서 이같은 지원은 사안별로 검토될 것이라고 말했습니다. 올해 팔레스타인에 대한 미국의 지원은 2억3천만달러로 이 가운데 3분의1은 팔레스타인 난민들을 위한 유엔 구호기관을 위한 것입니다. 미국은 이 기관에 대한 최대 기부국입니다. 라이스 장관은 다른 많은 나라들과 마찬가지로 미국 역시 하마스의 선거 압승에 놀랐음을 시인했습니다.

라이스 장관은 미 행정부 관리들은 특히 사망한 야세르 아라파트가 이끈 팔레스타인자치정부의 부패에 대한 일반인들의 증오심을 과소평가했다고 말했습니다. 라이스 장관은 또 하마스는 팔레스타인인들 대부분이 이스라엘과의 평화적 공존을 바라고 있는 점을 감안해 폭력이 아닌 좋은 정부를 선거구호로 내세웠다고 말했습니다.

라이스 장관은 팔레스타인인들 가운데 상당수는 자녀가 자살폭탄범이 되기를 갈망할 수도 있지만 자신은 이를 믿지 않는다고 말했습니다. 라이스 장관은 하마스는 정상적인 삶에 대한 팔레스타인인들의 깊은 욕구를 생각해야 한다면서 정상적인 삶은 팔레스타인 문제에 대한 두 국가 해결 방안과 이스라엘과의 합리적 관계, 그리고 정상적인 삶을 가져다 줄 수 있는 국제체제에의 참여를 통해서만 이뤄질 수 있다고 말했습니다.

라이스 장관은 미국은 하마스가 선거에서 강세를 보일 것이라는 예상에도 불구하고 선거를 예정대로 치루겠다는 아바스 수반의 결정을 지지했다고 말했습니다. 그는 또 선거를 늦췄다면 결과가 달랐을 것이라든지, 결과가 우려되는 만큼 선거를 거부해야 했다는 주장을 받아들이지 않는다고 말했습니다.

30일 런던에서 열리는 라이스 장관과 세르게이 라브로프 러시아 외무장관, 자비에르 솔라나 유럽연합 외교정책 의장 및 코피 아난 유엔 사무총장 등 네 사람의 회담은 지난 26일 전화회담에 이은 후속 조처로 이뤄지는 것입니다. 네 사람은 전화통화 후 발표한 공동성명에서 중동분쟁에 대한 두 국가 해결책은 모든 참가자들이 민주적 절차를 존중하는 가운데 폭력과 테러를 포기하고 이스라엘의 생존권을 인정하는 한편 지난 2003년 마련된 평화를 위한 청사진에서 촉구한 대로 무장을 해제하는 것이라고 말했습니다.

한편 세계 각국의 외교관들은 31일 개막되는 아프가니스탄 공여국 회의에 참가하기 위해 런던에 모이고 있습니다.

INTRO: Secretary of State Condoleezza Rice says the United States is engaged in diplomatic contacts aimed at denying international aid to a Hamas-led Palestinian government, unless it renounces violence and accepts Israel's right to exist. She discusses the issue Monday in London with the United States' partners in the international Middle East quartet. VOA's David Gollust reports from the British capital.

TEXT: The Bush administration has already made clear that most, if not all, U.S. assistance to the Palestinians is in jeopardy because of the ascendancy of Hamas. And Secretary Rice says the United States is in contact with other donors to try to assure that further aid is tied to peace commitments by the next Palestinian government.

In an airborne talk with reporters en route to London, the Secretary said the U.S. outreach has included contacts with European and Asian governments as well as multilateral institutions. She said the international response has been "pretty consistent," even from governments in the Middle East, that Hamas will have to, in her words, "confront the implications" of its covenant rejecting the existence of Israel if the Palestinian government it is forming can expect normal ties with the rest of the world:

Secretary Rice said the United States will consider fulfilling aid commitments to the Palestinian administration of Mahmoud Abbas in the interim period while a Hamas-led government is being formed. She also indicated the United States might not withhold purely humanitarian aid after a new government is seated, saying those programs would be considered on a case by case basis. The U.S. aid for Palestinians in the current fiscal year is about 230 million dollars, a third of that for the United Nations relief agency for Palestinian refugees, to which the United States is the biggest single contributor.

Under questioning, Rice acknowledged that the United States had been taken by surprise, along with many others, by the sweeping Hamas election victory. She said U.S. officials underestimated the level of resentment about corruption in the Palestinian Authority, especially when it was headed by the late P.L.O. chief Yasser Arafat. She also said that in the election Hamas ran on a platform of good governance and not its record of terrorism, because she said a life of peaceful coexistence with Israel is still what most Palestinians want:

Secretary Rice said despite an expectation Hamas would do well in the vote, the United States supported the decision of Mr. Abbas to let the election go forward as scheduled. She said she did not accept the argument that the outcome would have been better at later date, or that elections promised to Palestinians should be denied because of fear of the outcome. Her meeting Monday with the quartet partners -Russian Foreign Minister Sergei Lavrov, European Union chief diplomat Javier Solana and U.N. Secretary General Kofi Annan - is a follow-up to a telephone conference call last Thursday.

They issued a joint statement afterward saying a two-state solution to the Middle East conflict requires all participants in a democratic process to renounce violence and terror, accept Israel's right to exist and disarm, as called for in the quartet's 2003 road map to peace. Diplomats are converging on London for a donors conference on Afghanistan opening Tuesday. (Signed)
