잔혹한 크메르 루주 공산정권의 민간대학살, 킬링필드의 엉청난 상흔을 아직도 안고 있는 캄보디아에서 최근 인권 운동가 세 명이 잇달아 당국에 체포돼 중상비방 혐의로 기소됐습니다.
캄보디아의 인권단체들은 잘못된 정부에 대해 침묵하기를 거부하는 사람들에 대한 이 같은 탄압은 캄보디아 정부가 재야 반정부 운동이 확대되는 것에 대한 우려를 나타내는 것이라고 주장하고 있습니다.

캄보디아 인권운동본부의 부소장, 파 누온 티엥씨는 그가 체포된지 하룻만에 푸놈펜시 법원은 중상비방 혐의로 공식 기소됐습니다. 중상비방은 캄보디아에서 형사범에 해당됩니다.
파 누온 티엥씨는 정부를 비판하는 메시지를 적은 플라카드를 지난 달, 국제인권의 날 행사에 즈음해 내걸었는데 그 것이 그에 대한 공식기소의 단초가 됐습니다.
캄보디아 인권운동본부의 대변인은 파 누온 티엥씨가 표적이 된 것은 그의 라디오 방송 프로그램과 공개토론이 전국에 걸친 민주주의 운동을 확산시켰기 때문이라고 말합니다.
캄보디아 인권운동본부의 오우 비라크 대변인은 티엥씨에 대한 중상비방 혐의는 근거가 없는 것이며 정부당국의 반대운동에 대한 우려를 나타내는 것이라고 지적합니다.
“ 이는 정부당국이 비판을 용납하지 않고 관용하지 않음을 드러내는 것입니다. 이는 또한 정부가, 정부 지도자들이 민주주의 사회를 두려워하기 때문인지도 모른다는 것을 나타내는 것입니다. 정부 지도자들은 아마도 자신들의 통제력과 권력장악을 잃어버리게 될까봐 두려워하는지도 모릅니다.”
파 누온 티엥씨는 4일, 캄보디아의 라오스 접경지역에서 국경을 넘어 가려던 중에 경찰에 체포 됐습니다. 파 누온 티엥씨가 체포돼 기소되기에 앞서 그의 인권운동본부 동료인 켐 소카 소장과 캄보디아 법률교육본부의 옝 비라크 소장도 정부를 비판하는 내용의 플라카드 때문에 지난 달 31일에 투옥됐습니다.
미국 국무부와 유엔 인권위원회는 캄보디아 당국의 이들 인권운동가들에 대한 구금조치를 규탄하고 있습니다.
캄보디아 정부 당국은 캄보디아 토지를 베트남에 팔아 넘기고 있다는 이들 인권운동가들의 주장은 중상비방이라면서 당국의 명예를 지켜야만 한다고 주장합니다.
캄보디아의 훈 센 총리는 최근 베트남과의 새로운 국경협정에 서며했는데 정치적 비판자들은 캄보디아 정부가 국토를 양보한 것이라고 지적하고 있습니다.
한편, 야당인 삼렝시당의 당수도 정부에 대한 중상비방 혐의로 지난 달 궐석재판에서 유죄판결을 받았습니다. 또한 야당 소속의 국회의원 한 명도 군부내 재야내각을 주도하고 있다는 혐의로 투옥돼 있습니다.

INTRO: A court in Cambodia has jailed a human-rights activist on charges of defamation - the third to be detained in a week. As Kate Woodsome reports from Phnom Penh, a local human-rights group believes the crackdown shows the government's fear of the growing opposition movement.
TEXT: The Phnom Penh Municipal Court charged Pa Nguon Tieng, the deputy director of the Cambodian Center for Human Rights, with defamation - a criminal offense in this Southeast Asian nation - and jailed him pending trial.
The charges stem from a banner carrying messages critical of the government. The banner was displayed at an event Pa Nguon Tieng helped plan to mark International Human Rights Day last month.
The spokesman for the Cambodian Center for Human Rights says Pa Nguon Tieng was targeted because his radio programs and public forums have mobilized people across the country into a democratic movement.
Spokesman Ou Virak says the defamation charge is unfounded and shows the government is worried about the opposition.

"It shows that the government failed to accept criticism, failed to show tolerance. It also shows that the government maybe is fearful, the leader maybe is fearful of a democratic society. Maybe they fear they lose control, their grips on power."

Police detained Pa Nguon Tieng as he was preparing to cross the border into Laos late Wednesday.
His colleague, the president of the Cambodian Center for Human Rights, Kem Sokha, and the director of the Cambodian Legal Education Center, Yeng Virak, were also jailed Saturday for their involvement with the controversial banner.
The State Department and the U.N. High Commissioner for Human Rights have condemned those detentions.
The government has defended the defamation lawsuits, saying the banner accused it of selling Cambodian land to Vietnam and it has to protect its reputation.
Prime Minister Hun Sen recently signed a border agreement with Vietnam that political opponents claim compromises Cambodian territory.

A Cambodian court also convicted opposition leader Sam Rainsy in absentia last month for defaming the government, while another opposition lawmaker is in jail for heading a shadow cabinet the government says was an armed force. (SIGNED)
