美 상원의원들, 부쉬 대통령 비밀 도청 승인에 관한 청문회 촉구(영문기사 첨부)


미국 국회 공화당과 민주당 상원 의원들은 국내에서 법원의 영장없이 비밀 도청이 이루어지도록 승인했던 조지 부쉬 대통령의 조치에 대한 청문회를 열 것을 촉구하고 있습니다.

공화당과 민주당 상원의원들은 18일 미국 텔레비전 방송들에 출연해 지난 16일 뉴욕 타임스 신문에서 보도되기까지 4년 동안 비밀리에 존재해 왔던 그같은 관행에 대해 국회가 조사해야할 것이라고 주장했습니다.

콘돌리자 라이스 미국 국무 장관은 18일 테러와의 전쟁에 피해를 가져다 줄 것이라고 말하면서 그 같은 사실을 누설한 사람들을 비난했습니다. 라이스 장관은 또한 미국 대통령은 그 같은 관행을 실시할 합법적인 권한을 갖고 있다고 주장했습니다. 그러나 일부 정치인들은 그 같은 관행으로 인해 법적 우려가 제기되고 있다고 말하고 있습니다.

부쉬 대통령은 미국국가안보국이 법원의 어떠한 허가를 거치지 않고도 비밀 도청을 할 수 있도록 승인했습니다. 행정부 관계관들은 테러와의 전쟁에 있어 그 같은 변화는 중대하다고 말했으나 세부사항은 밝히지 않았습니다.

Republican and Democratic senators have called for hearings on President Bush's move authorizing spy agencies to eavesdrop on suspected terrorists within U.S. borders without judicial oversight.

Speaking on U.S. television today (Sunday), Republican and Democratic Senators said Congress should investigate the four-year-old practice which had been secret until a New York Times newspaper report on Friday.

Secretary of State Condoleezza Rice today criticized those who leaked the story, saying it undermines the war on terrorism. She also insisted the president has the constitutional and legal authority for the practice.

But some politicians said the move raised legal concerns.

The president says he authorized the National Security Agency to conduct such operations without court approval. Administration officials say the change has been crucial to the war on terror, but they have given no details.
