The United Nations' top human rights official says U.S. tactics in the war on terrorism could erode international standards on the treatment of prisoners. The U.N. High Commissioner for Human Rights, Louise Arbour, said Wednesday she was concerned about assertions in some press reports that the United States operates secret detention centers and sends prisoners to countries where they might face torture.
Ms. Arbour also questioned statements by U.S. Secretary of State Condoleezza Rice that the United States forbids its personnel to engage in inhumane acts, either inside the country or abroad.
U.S. Ambassador to the United Nations John Bolton said he was disappointed that Ms. Arbour's comments were based on press commentary about alleged American conduct. He said her comments were illegitimate and suggested that Ms. Arbour had damaged international efforts to reform the U.N. Human Rights Commission.
