The White House has released a detailed report outlining what President Bush describes as a "strategy for victory" in Iraq.
The "National Strategy for Victory in Iraq" was issued early today (Wednesday), hours before Mr. Bush was to deliver a major speech at the U.S. Naval Academy in Annapolis, Maryland unveiling those plans.
The report rejects setting a specific date for withdrawing U.S. troops, saying "no war has ever been won on a timetable." It identifies the insurgency in Iraq as a combination of Iraqis who reject democracy, those still loyal to Saddam Hussein, and terrorists affiliated with or inspired by al-Qaida.
The report highlights the progress the administration says has been made on the political, economic and security fronts, including the training of more than 200-thousand Iraqi forces.
But it says it is unrealistic to expect that a "fully functioning democracy" would be established less than three years after Saddam was toppled from power.
