힐 대표는 최근 한국의 부산에서 열린 아시아태평양경제협력체 (에이펙) 회의에서 북한의 경제적 어려움은 선군정책 때문이라고 말했습니다.
조선중앙통신은 논평에서 북한체제를 무너뜨리는데만 관심이 있는 사람들과 핵 억지력을 폐기하는 문제를 논의하기는 불가능할 것이라고 말했습니다.

North Korea has condemned recent remarks made by the U.S. envoy to six-party talks aimed at ending Pyongyang's nuclear ambitions.
The North's official Korean Central News Agency rejected today (Saturday) comments U.S. chief negotiator Christopher Hill made on North Korea's troubled economy.
Mr. Hill told the Asia-Pacific Economic Cooperation forum summit in South Korea earlier this month that North Korea's economic hardships stem from its military-first policy.
The KCNA responded today in a commentary that it would be impossible to discuss dismantling the North's "nuclear deterrent with those keen only to topple" Pyongyang's system of government.
In September, Pyongyang agreed to dismantle all its nuclear programs in exchange for aid. But the latest round of talks, including the two Koreas, China, Japan, Russia and the United states, were held earlier this month in Beijing with no further progress.
