미국과 중국 정부 관계자들은 영국 런던에서 열린 협상에서 최근 급증하고 있는 중국의 미국 내 섬유류 수출을 3년 간 제한하기로 합의했습니다. 이 합의로 수개월 간 계속돼온 두 나라 간 무역분규가 부시 대통령의 중국 방문을 앞둔 상황에서 종료됐습니다.
밥 포트먼 미국 무역대표부 대표와 보시라이 중국 상무장관은 오는 2008년 말까지 30여개 중국산 섬유제품의 수출을 제한하기로 합의했다고 발표했습니다. 부시 대통령의 중국 방문을 한 주일여 앞두고 이뤄진 이번 합의로 미국이 중국 섬유류에 대해 일방적으로 부과했던 상한선을 초과하는 수입제한 조처가 검토될 수 있게 됐습니다.
보시라이 장관은 이번 합의가 중국의 당초 기대와는 크게 동떨어진 것이라고 말하고 있지만 그래도 두 나라는 이번 합의가 서로를 위해 좋은 것이라고 밝히고 있습니다. 보시라이 장관은 또 이번 협상은 몇 차례 성과를 이루지 못한 끝에 거의 실패할 뻔했다고 밝혔습니다. 보시라이 장관은 협상이 거의 벼랑 끝으로 간 일도 있다고 말했습니다.
포트먼 대표는 값싼 중국산 수입품들로 인한 일자리 손실에 불만을 토로해온 미국 섬유제조업자들이 이번 합의에 만족해하고 있다고 말했습니다. 포트먼 대표는 이번 합의로 앞으로 3년 간 미국 내 고용이 늘어나는 상황이 도래하게 될 것이라면서, 중국 역시 자신들의 고용상황과 관련해 더 나은 계획을 할 수 있다는 측면에서 합의는 양측 모두에게 좋은 것이라고 말했습니다.
홍콩시립대학 아시아태평양 경제협력연구센터 소장인 리 쿠이와이씨는 이번 합의가 부시 대통령의 중국 방문과 12월 홍콩에서 열리는 세계무역기구 회의를 앞두고 이뤄진 것은 정치적 시점의 측면에서도 좋다고 말했습니다. 리 소장은 현 시점에 섬유 관련 양자합의를 이룬 것은 몇 가지 긍정적 효과가 있다면서 섬유 관련 이견대립을 없애게 된 것과 세계무역기구 협상의 다른 측면과 관련해 양측에 좀더 많은 합의 소지를 준 점을 사례로 꼽았습니다.
미국과 중국의 이번 합의는 최근 중국과 유럽연합 간에 합의된 비슷한 협정에 비해 효력기한이 1년 더 연장된 것입니다. 중국의 섬유류 수출은 올들어 전세계적인 수입제한 조처가 사라지면서 급증했습니다.

INTRO: U.S. and Chinese negotiators meeting in London have signed a three-year agreement to limit surging textile exports from China to the United States. The agreement ends a months-long trade dispute just as President Bush is about to visit to China. Daniel Schearf reports from Beijing.
TEXT: Trade Representative Rob Portman and Chinese Commerce Minister Bo Xilai announced a deal had been reached to limit the export of more than 30 textile products from China. The deal is to last until the end of 2008. The agreement, which comes a little more than a week before President Bush is scheduled to visit China, will allow for gradual increases above the limits the United States had unilaterally imposed on Chinese textile products. Both sides described the agreement as a win-win situation, although Mr. Bo added the agreement was a "far cry" from Beijing's original expectations. He also indicated that the talks, which went through several unsuccessful rounds, almost broke down completely.

Mr. Portman said U.S. textile manufacturers - who have complained about job losses due to cheap Chinese imports - were pleased with the agreement.

Kui Wai Li is the Director of the Asia Pacific Economic Cooperation Study Center at the City University of Hong Kong. He says reaching the agreement before the Bush visit, and before the World Trade Organization session scheduled for Hong Kong in December, is political good timing as well.

The Sino-U.S. deal lasts one-year longer than a similar agreement reached recently between China and the European Union. China's already-large textile exports surged after global export quotas expired at the beginning of January. (SIGNED)
