The chief of the International Atomic Energy Agency has joined world leaders in welcoming North Korea's decision to give up its nuclear weapons.

Speaking today (Monday) in Vienna, IAEA chief Mohamed ElBaradei said he looks forward to North Korea rejoining the Nuclear Non-Proliferation Treaty and allowing IAEA inspectors to return to the country.

European Union foreign policy chief Javier Solana called North Korea's decision "a significant step forward for regional and global stability."

The head of the Chinese delegation to the talks, Wu Dawei, says the agreement is the biggest accomplishment since the six-party talks began, but he noted there is still a long way to go to achieve results.

Officials from Japan expressed hope that North Korea's cooperation would be verified in order to achieve the goal of de-nuclearizing the Korean peninsula.

The agreement acknowledges North Korea's right to a peaceful nuclear energy program in the future. Already, Russia said it is ready to build a nuclear power station for Pyongyang.
