이라크의 수니파 지도자들은 이라크 헌법 초안을 받아들일 수 없다고 밝히고, 27일 시아파와 쿠르드 족 협상자들에게 반대제안을 제시했습니다.
수니파 대변인들은 이날 제시한 반대제안이 북부의 쿠르드 족 지역을 제외하고는 자치지역에 대한 언급을 빼도록 요구했다고 말했습니다. 대변인들은 수니파 아랍 협상자들도 전 바트당 출신들을 공직생활에서 배제한다는 시아파의 계획을 거부했다고 말했습니다.
한편 하짐 알-하싸니 국회의장은 지난 26일 수니파 협상자들에게 제시한 헌법 초안이 최종적인 것이며, 28일 국회에 제출될 것이라고 말했습니다.
시아파와 쿠르드 족이 다수를 차지하고 있는 의회는 이 초안을 표결에 붙이거나 아니면 오는 10월 15일 국민투표에 직접 회부할 수도 있습니다.
전문가들은 이 헌법 초안이 수니파의 반대에도 불구하고 국민투표에 회부될 경우, 이것이 부쉬 행정부에 중대한 차질을 가져올 것이라고 말했습니다.

Iraq's Sunni leaders have submitted a counterproposal on the country's draft constitution to Shi'ite and Kurdish negotiators, saying the draft presented to them Friday is unacceptable.
Sunni spokesmen said the new proposal submitted today (Saturday) demands omission of any reference to autonomous regions, except for the Kurdish north. They said Sunni Arab negotiators also rejected Shi'ite plans to bar former Baathists from public life.
Earlier today (Saturday) Iraq's Parliament Speaker, Hajim al-Hassani, said the draft given to Sunni negotiators Friday is "final" and will be presented to Parliament Sunday.
The legislature, overwhelmingly Shi'ite and Kurdish, may vote on it or simply refer it to voters for an October 15th referendum.
Experts say if the charter goes to voters over Sunni objections it will be a major setback for the Bush administration. Washington has called Sunni participation critical for helping end the insurgency in Iraq.
