India and Pakistan have agreed to notify each other before testing any nuclear-capable missiles and to establish a new hot-line to reduce the risk of nuclear conflict.
In a joint statement released today (Saturday), the two nations said they will set up direct phone links between their foreign ministries and upgrade existing military telephone ties by September. Authorities say the
notification of missile tests will help prevent misunderstandings and reduce the risk of accidentally igniting a nuclear war.
The talks in New Delhi are the third round of negotiations between the nuclear-armed neighbors. They are part of confidence building meetings begun last year after the rivals came close to a fourth war in 2002.
Despite the nuclear agreement, India and Pakistan have made little progress in resolving their competing claims for Kashmir.
