세계식량계획, 어린이 영양실조 퇴치 노력 저해하는 버마정부정책 변경 촉구 (영문기사 첨부)


세계 식량 계획의 제임스 모리스 사무총장은 버마 정부에게 어린이들의 영양 실조 퇴치 노력에 방해가 되는 정책들을 변경하라고 촉구했습니다.

나흘 간의 버마 방문을 마친 모리스 사무총장은 5일 태국 수도 방콕에서, 세계 식량 계획은 복잡한 관료주의 절차와 세금, 시장 제한 등으로 활동에 어려움을 겪고 있다고 말했습니다.

모리스 총장은 버마가 세계 식량 계획에게 외화로 구매하고 버마 내에서 분배하는 국내산 쌀에 대해 10퍼센트의 수출 세금을 면제해 주기로 합의했다고 말했습니다.

모리스 총장은 버마 어린이의 약 3분의 1이 만성적인 영양 실조에 시달리고 있다면서, 일부 지역에서는 그 비율이 3분의 2인 곳도 있다고 덧붙였습니다.

모리스 총장은 농업과 판촉활동, 그리고 사람들의 이주에 관한 버마 정부의 정책들이 많은 버마 사람들의 생존을 어렵게 만들고 있다고 지적했습니다.

The head of the World Food Program is urging Burma to change policies that he says are hurting efforts to combat malnutrition.

Speaking in Bangkok today (Friday) after a four-day tour of Burma, WFP executive director James Morris said his organization is hampered by complex bureaucratic procedures, taxes and market restrictions.

He says Burma has agreed to exempt the WFP from a 10 percent export tax on domestic rice bought with foreign currency and distributed in the country.

Mr. Morris says one-third of the children in Burma are chronically malnourished, and in some areas the proportion is as high as two-thirds.

He added that Burmese policies on agriculture, marketing and the movement of people make it difficult for many Burmese to live.
