Philippine soldiers and police have gone on high alert in preparation for a mass protest aimed at forcing President Gloria to resign over alleged election rigging.
Opposition leaders say tens of thousands of demonstrators will converge Wednesday on Manila's financial district (Makati).
The rally is seen as a test of whether the opposition can garner enough support to oust Mrs. Arroyo.
Meanwhile, Mrs. Arroyo has promised a major overhaul of the country's political system. She told party leaders Tuesday the system has "degenerated to the point that it needs fundamental changes."
The Philippine president has promised to appoint a new cabinet this week to replace cabinet members she had earlier asked to resign.
Mrs. Arroyo has refused to step down despite calls for her resignation from former Philippine President Corazon Aquino and others.
