한국의 제1 야당, 한나라당의 박근혜 대표는 한국 정부에게 북한에 대해 지속적인 핵무기 계획 추구가 결국 부정적인 결과를 가져올 것이라는 사실을 분명히 해야 한다고 밝혔습니다.
박 근혜대표는 한국 정부가 북한의 비위를 건드리지 않기 위해서 중대한 현안들을 대수롭지 않게 여기고 있다고 비난했습니다.
박근혜 한나라당 대표는 한국 정부가 북한에 대해 보다 과감하게 말해야 한다고 주장했습니다.
박 대표는 27일 서울에서 열린 외신 기자 클럽 기자 간담회에서 한국 정부는 국군 포로와 남북자 문제 등에 대해 북한에게 할 말을 하고 또 북한은 약속을 지켜야 한다고 말했습니다. 박 대표는 노무현 대통령이 북한에게 논란 많은 핵무기 계획을 계속 추구할 경우에 초래될 결과를 인식시키는데 실패하고 있다고 말했습니다.
북한이 6자 회담에복귀하면 어떠한 이득을 받고, 핵으로 치닫게 되면 어떤 냉엄한 현실이 기다리고 있는 지에 대해서 나머지 5개국이 같은 목소리를 내야 한다고 박 대표는 강조했습니다. 박 대표는 그러나 냉엄한 현실이 무엇을 의미하는지 구체적으로 언급하지는 않았습니다.
남한과 러시아, 중국, 일본, 미국 등 5개 6자 회담 참가국들은 북한의 6자 회담 복귀를 설득하기 위해 노력하고 있습니다. 북한은 지난 일년 동안 회담 복귀를 거부해 왔습니다.
미국은 유엔의 개입과 대북한 제재를 포함하는 선택 방안들이 필요할 런지도 모른다고 말해 왔습니다.
한국의 노무현 대통령 행정부 관리들은 핵 계획을 포기하는 대가로 북한에 경제적 보상과 안보 보장을 제공해야 한다고 말하면서, 제재 조치를 거론하는 것은 시기상조라는 입장을 취하고 있습니다. 노 대통령의 집권, 열린 우리당은 북한과의 협력 정책이 대결 보다 효과적이라고 말하고 있습니다.
한국 외교부의 정책 담당 관리인 강일허씨는 과거에 대결적인 대북한 정책이 실패했다고 지적했습니다.
열린 우리당측은 남한과 북한이 지난 주 열렸던 장관급 회담에서 앞으로 몇 달 안에 보다 폭 넓은 회담을 열기로 합의한 사실은 노무현 대통령 행정부의 전략이 효과를 거두고 있음을 입증하는 증거라고 말하고 있습니다.
하지만 박근혜 한나라당 대표는 북핵 협상 과정이 너무 더디게 이루어지고 있다고 반박했습니다. 박 대표는 평화적인 외교를 통한 한반도 비핵화는 여전히 요원하다고 지적했습니다.
한나라당은 지난 2004년 4월 총선에서 쓰라린 패배를 당한 후에 소수당으로 전락했습니다. 한국의 많은 젊은 유권자들은 한나라당을 가리켜 지난 1980년대에 막을 내린 전제적인 군사 정권의 잔재라고 여기고 있습니다.

She says President Roh Moo-hyun is failing to make Pyongyang aware of the consequences of retaining its disputed nuclear weapons programs.

The five parties - South Korea, Russia, China, Japan and the United States - have been trying to coax Pyongyang back to talks about its weapons programs. Pyongyang has been boycotting the talks for a year. Ms. Park, speaking to reporters Monday, declined to specify what "disincentives" she or her party would support. Washington has said options including United Nations involvement and sanctions might be necessary. Roh Administration officials say North Korea should be offered security and economic incentives in return for giving up those programs, and say it is too early to discuss punitive measures. President Roh's Uri Party says its policy of engaging North Korea is more effective than confrontation. Gang Il-huh, a policy maker at the South Korean Foreign Ministry says using a confrontational tone with North Korea has failed in the past.

Mr. Gang says because of the sensitive and unique inter-Korean relationship, more can be accomplished through engagement than brinksmanship. Uri party members point to last week's agreement between the two Koreas, to schedule wide-ranging talks in the months ahead, as proof their strategy is working.

The Grand National Party has been a minority party here since it was dealt a stinging defeat in April 2004. Many younger voters view the party as a legacy of South Korea's authoritarian military regimes, which lasted until the 1980's.
