미국의 카를로스 구티에레즈 상무 장관은, 중국의 섬유류 수출과 관련된 현안들은 협상의 여지가 있지만, 지적 재산권의 해적 행위는 결코 협상될 수 없는 범죄 행위로 반드시 그렇게 취급돼야 한다고 역설했습니다.
구티에레즈 상무 장관은 베이징에서 중국 관리들과 사흘간의 회담을 시작하면서 이같이 역설했습니다. 구티에레즈 장관은, 보 실라이 중국 상무 장관은 물론, 무역 문제를 감독하는 우 위 부총리와도 회담합니다.
구티에레즈 상무 장관은 또한 4일 미국 통상 대표부의 랍 포트만 대표와 함께 중국측과 중국산 섬유류 수출 문제 해결을 위한 공통 분모를 찾기 위한 회담을 갖습니다.
미국과 유럽은 특정 중국 섬유류에 제한을 가함으로써 중국을 분노하게 만들었습니다. 중국의 섬유류 수출은 연초 국제 쿼터제가 없어지면서 대폭 늘어났습니다.

The U.S. commerce secretary says that while issues concerning China's textile exports are negotiable, piracy is a crime and must be treated like such.
Carlos Gutierrez made the comment in Beijing, where he began three days of talks with Chinese officials today. He will meet with his Chinese counterpart, Bo Xilai, as well as Deputy Prime Minister Wu Yi, who oversees trade issues.
Mr. Gutierrez will be joined in the talks Saturday by U.S. Trade Representative Rob Portman. Both men are expected to look for common ground with China to resolve the textile issue.
The United States and European Union have angered China by placing restrictions on certain Chinese textile exports, which soared after international quotas ended at the beginning of the year.
