유럽 의회는 중국 정부가 지난 1989년 베이징 티엔안멘 광장에서 친 민주주의 시위대를 유혈 진압한 뒤에 취해진 대중국 무기 금수 조치 해제에 반대하는 결의안을 통과시켰습니다.
미국 국무부의 콘돌리자 라이스 장관은 이러한 유럽 의회의 조치를 치하했습니다.
라이스 장관은 미국은 중국에 대한 무기 금수 조치가 티엔안먼 광장 사태에 대한 국제사회의 반응으로 취해 졌다는 점을 고려할 때, 금수 조치 철회가 중국 정부에 인권에 관한 잘못된 메세지를 전달하게 되지 않을까 상당히 우려해 왔다고 말했습니다.
라이스 장관은 또한, 중국의 현대화된 군사력 증대는 실제로 아시아 지역 다른 동맹국들의 안보상 이해 관계 뿐만 아니라, 미국의 안보상 이해관계도 위협할 수 있다고 지적했습니다.
중국에 진보된 군사 기술을 제공하려는 유럽 연합의 결정은 역내 안보에 도움이 되지 않을 것입니다.
또한 인권 보다 상업적인 이득이 더욱 중요하다는 잘못된 메세지를 보내는 것이 될 것입니다.
중국을 도울 수 있는 또 다른 방법이 있습니다.
라이스 미 국무장관은 미국은, 중국이 날로 증대되고 있는 자국의 능력에 걸 맞는 국제적인 의무 요건들을 기꺼이 준수하는 세계의 동반자가 되도록 지원할 의도로 있다고 말했습니다.
“우리는 역동적인 지역인 날로 부상하는 중국과 협력할 방법을 모색하고 있습니다. 미국은 우리의 동맹국과 우방들과 함께 협력해서 중국의 부상이 긍정적인 원동력이 될수 있는 환경을 조성하도록 도울 수 있을 것입니다.”
미국은 중국이 건설적인 관계를 통해서 평화롭고 민주적으로 발전해 나가도록 고무하기를 원합니다.
미국은 유럽이 이러한 이해 관계를 공유하고 있으며, 중국과의 친선 관계를 도모하기 위해서 무기 판매 보다 더 나은 방법을 선택할 것으로 믿고 있습니다.
라이스 장관은 중국이 국제사회에서의 역할변화에 따른 혜택들을 향유하고 또 여러가지 도전들에 부응하기 위해서는, 진실로 자국민을 대표할수 있는 모종의 개방적인 대표정부의 형태를 반드시 수용해야 한다고 강조했습니다.

The European Parliament passed a resolution against lifting the weapons embargo imposed on China after the
brutal 1989 suppression of pro-democracy protesters in Beijing's Tiananmen Square. U.S. Secretary of State
Condoleezza Rice welcomed the European Parliament's action. The U.S., she said, has "been very concerned about
the lifting of an embargo that would send the wrong message on human rights, given that it was imposed in response
to the Tiananmen Square situation."
Ms. Rice also pointed out that, "Increased military modernization in China could, indeed, threaten U.S. security
interests in Asia, not to mention the security interests of other allies in the region." A decision by the European Union
to provide China with advanced military technologies would not be helpful for regional security; it would also send the
message that commercial advantages are more important than human rights.
There is another way. Secretary of State Rice says the U.S. would like to help China become a global partner willing
to match its growing capabilities with its international responsibilities:
"We seek to incorporate into this dynamic region a rising China. Indeed,
we believe that working together, we and our allies and friends can help create an environment in which a rising
China is a positive force."
The U.S. wants to encourage the development of a peaceful, democratic China through constructive relations. The
U.S. believes that Europe shares this interest and will decide that there are better ways to promote friendly relations
than by selling weapons. Eventually, said Secretary of State Rice, China must "embrace some form of open,
genuinely representative government if it is fully to reap the benefits and meet the challenges of its changing role in
the world."
