독일은 북한 미사일이 우크라이나에 대한 러시아의 불법 전쟁에 사용되는 것을 용납할 수 없다고 비판했습니다. 영국은 북한이 대가를 치르도록 할 것이라는 기존 입장을 재확인했습니다. 안준호 기자가 보도합니다.
독일 외무부는 25일 “우리는 러시아와 북한의 협력 확대를 매우 우려스럽게 지켜보고 있다”고 밝혔습니다.
독일 외무부 대변인은 이날 북한과 러시아의 불법적인 무기 거래와 관련한 VOA 질의에 “여기에는 북한의 러시아로의 무기 판매와 북한의 불법적인 무기 프로그램에 대한 러시아의 잠재적인 지원도 포함된다”며 이같이 말했습니다.
이어 “이런 (무기와 기술) 이전은 러시아도 동의한 구속력이 있는 관련 유엔 안보리 결의를 위반하는 것”이라고 지적했습니다.
그러면서 “우크라이나에 대한 러시아의 불법 침략 전쟁에 북한 미사일을 사용하는 것을 용납할 수 없다”고 강조했습니다.
독일 외무부 대변인은 또 지난 10일 여러 나라들과 함께 공동성명을 통해 북한의 대러 탄도미사일 수출과 러시아의 우크라이나에 대한 북한제 탄도미사일 사용을 강력히 규탄했다는 사실을 상기시켰습니다.
그러면서 “북한은 러시아에 대한 무기 공급을 중단하라”고 촉구했습니다.
[독일 외무부 대변인] “We are following the growing cooperation between Russia and North Korea with great concern. This includes arms sales from North Korea to Russia as well as possible Russian support for North Korea's illegal weapons programs. The deliveries violate relevant and binding UN Security Council resolutions, which Russia itself has agreed to. The use of North Korean missiles in Russia's illegal war of aggression against Ukraine is unacceptable. Together with numerous other states, we strongly condemned North Korea's export of ballistic missiles to Russia and Russia's use of North Korean ballistic missiles against Ukraine in a statement on January 10, 2024. North Korea must stop supplying weapons to Russia.”
앞서 지난 10일 독일을 비롯해 미국, 한국, 일본, 영국, 프랑스 등 50개국과 유럽연합(EU)은 북한의 대러 탄도미사일 이전을 규탄하는 외교장관 공동성명을 발표한 바 있습니다.
독일 외무부는 또 계속되는 북한의 미사일 발사에 대한 우려도 표명했습니다.
독일 외무부 대변인은 “북한이 올해 국제법을 위반하는 일련의 미사일 시험을 계속하고 있는 것도 우려스럽다”며 “북한은 역내 우리 파트너들과 세계 안보를 노골적으로 위협하고 있다”고 지적했습니다.
이어 “우리는 북한의 군사력 증강에 대한 강력한 반대와 심각한 우려를 거듭 표명하며, 북한이 국제법을 위반하는 추가 실험을 자제하고 국제법에 따른 의무를 준수하며 미국과 한국의 대화 제안을 수용하고 핵과 미사일 프로그램 폐기를 위한 진지한 협상에 나설 것을 촉구한다”고 밝혔습니다.
[독일 외무부 대변인] “It is also worrying that North Korea is continuing its series of missile tests this year, which violate international law. North Korea blatantly endangers the security of our partners in the region as well as global security. We have repeatedly expressed our strong opposition and grave concerns about North Korea's arms build-up and call on North Korea to refrain from further tests that violate international law, to comply with its obligations under international law, to accept the offers of talks from the USA and South Korea and to enter into serious negotiations on the dismantling of its nuclear and missile programs.”
영국 외무부도 24일 VOA 관련 질의에 북러 간 무기 거래에 관해 지난 10일 공동성명과 4일 성명에서 밝힌 입장을 재차 확인했습니다.
당시 공동성명에서 영국 등은 “우리 정부들은 북러 간 무기 이전에 대해 결연히 반대한다는 입장을 공유하고 있다”며 “북한이 탄도미사일과 기타 무기 및 관련 물자를 러시아에 이전하는 것은 러시아 스스로 동의한 다수의 유엔 안보리 결의를 명백하게 위반하는 것”이라고 지적했습니다.
이어 “우리는 북한과 러시아가 관련 유엔 안보리 결의를 준수하고 이를 위반하는 모든 활동을 즉각 중단할 것을 촉구한다”고 밝혔습니다.
[공동성명] “Our governments stand together in resolute opposition to arms transfers between the DPRK and Russia. The transfer of ballistic missiles, along with any other arms and related materiel, from the DPRK to Russia flagrantly violates multiple United Nations Security Council resolutions that Russia itself supported. We are closely monitoring what Russia provides to the DPRK in return for these weapons exports. We call on the DPRK and Russia to abide by relevant UNSCRs and to immediately cease all activities that violate them. (중략) As Russia launches waves of missiles and drones against the Ukrainian people, we will continue to stand together in support of Ukraine. We further call on the DPRK to respond to the numerous and genuine offers to return to diplomacy, the only path to an enduring peace on the Korean Peninsula.”
영국 등은 우크라이나에 대한 지속적인 지원을 표명하면서 “북한이 한반도에서 항구적 평화를 달성하기 위한 유일한 길인 외교에 복귀하라는 우리 측의 거듭된 진지한 제안들에 호응할 것을 다시 한 번 촉구한다”고 밝힌 바 있습니다.
영국은 앞서 4일에도 북러 간 무기 거래를 규탄하는 성명을 낸 바 있습니다.
[영국 외무부 성명] “Any support for North Korea’s own illegal weapons programmes risks significantly undermining the UN’s long standing commitment to security, and further destabilising the region. North Korea is subject to a robust sanctions regime, and we will continue to work with our partners to ensure that North Korea pays a high price for supporting Russia’s illegal war in Ukraine.”
영국 외무부는 “(러시아가) 북한의 불법 무기 프로그램을 지원하는 것은 안보에 대한 유엔의 오랜 헌신을 크게 약화시키고 지역을 더욱 불안정하게 만들 위험이 있다”며 “북한은 강력한 제재 체제의 대상이며, 우리는 북한이 우크라이나에서 러시아의 불법 전쟁을 지원한 대가를 치르도록 파트너들과 계속 협력할 것”이라고 밝혔었습니다.
