미한일 3국 외교장관이 북한의 최근 위성 발사를 규탄하며 계속 긴밀하게 협의할 것이라고 밝혔습니다. 안보리 이사국을 포함한 국제사회가 단결할 필요도 강조했습니다. 김진희 기자입니다.
미한일 3국 외교장관이 전화 회담을 열고 북한의 위성 발사를 강력하게 규탄했습니다.
미 국무부는 24일 보도자료에서 “토니 블링컨 국무장관과 한국의 박진 외교부장관, 일본 가미카와 요코 외무상이 오늘 3자 통화를 갖고 여러 유엔 안보리 결의를 위반한 탄도미사일 기술을 사용한 북한의11월 21일 우주발사에 대해 논의했다”고 밝혔습니다.
[국무부] “Secretary of State Antony J. Blinken held a trilateral call today with Republic of Korea (ROK) Foreign Minister Park Jin and Japan Foreign Minister Kamikawa Yoko to discuss the Democratic People’s Republic of Korea’s (DPRK) November 21 space launch, which used ballistic missile technology in violation of multiple United Nations Security Council resolutions. The Secretary and the Foreign Ministers strongly condemned the launch for its destabilizing effect on the region.”
국무부에 따르면 3국 장관들은 역내 불안정을 야기하는 이번 발사를 강력히 규탄했습니다.
아울러 3국 장관들은 북한의 무책임하고 불법적인 행동에 대응하기 위해 캠프 데이비드 정상회의 정신에 따라 3국간 긴밀한 협의를 이어갈 것을 확인했습니다.
이와 함께 유엔 안보리 이사국을 포함한 국제사회가 북한의 조달 활동을 차단하고 불법적인 대량살상무기 및 탄도미사일 프로그램을 지원하는 자금의 흐름을 막기 위해 단결할 필요가 있다는 점도 강조했습니다.
[국무부] “The Secretary and the Foreign Ministers affirmed they will continue close trilateral consultation, in the spirit of the Camp David summit, in response to the DPRK’s irresponsible and unlawful actions. They stressed the need for the international community, including all members of the UN Security Council, to come together to prevent the DPRK’s procurement activities and stem the flow of revenue supporting its unlawful WMD and ballistic missile programs.”
국무부는 블링컨 장관이 한국과 일본에 대한 미국의 철통같은 방위 공약을 재확인했다고 덧붙였습니다.
일본 외무성도 이날 보도자료에서 “전례없는 빈도와 새로운 수법으로 진행되는 북한의 탄도미사일 발사가 역내 안보에 대한 중대하고 임박한 위협이며 국제사회에 대한 명백하고 심각한 도전이라는 데 3국 장관이 견해를 같이했다”고 전했습니다.
[일본 외무성 자료] “They once again shared the view that ballistic missile launches by North Korea, which are in an unprecedented frequency and in new manners, constitute a grave and imminent threat to the regional security and pose a clear and serious challenge to the international community. As affirmed at the Japan-U.S.-ROK Foreign Ministers' Meeting on November 14th, the three Ministers also reaffirmed that they will continue to work closely together bilaterally and trilaterally among Japan, the U.S. and the ROK toward the complete denuclearization of North Korea in accordance with the UN Security Council resolutions, including on enhancement of regional deterrence including trilateral security cooperation, responses at the UN Security Council, and international coordination including cooperation with like-minded countries.
그러면서 “지난 14일 미한일 외교장관 회담에서 확인한 바와 같이 3국 장관들은 유엔 안보리 결의에 따른 북한의 완전한 비핵화를 위해 미한일이 양자와 3자 간 긴밀한 협력을 계속할 것을 확인했다”며 “여기에는 3자 안보 협력 등 역내 억지력 강화, 유엔 안보리에서의 대응, 같은 생각을 가진 국가들과의 협력 등 국제 공조가 포함된다”고 덧붙였습니다.
앞서 북한은 한반도 시각으로 21일 밤 10시 43분경 동창리 일대에서 3차 군사정찰위성을 발사했습니다.
북한 관영 ‘조선중앙통신’은 이날 발사 3시간 후 “정찰위성 발사는 자위권 강화에 관한 합법적 권리”라며 “공화국 무력의 전쟁 준비태세를 확고히 제고하는 데 커다란 기여를 하게 될 것”이라고 주장했습니다.
유엔 안보리는 다수의 대북 결의를 통해 탄도미사일 기술을 이용한 북한의 모든 발사를 금지하고 있습니다.
