한국과 일본이 주민들의 어려움을 외면한 채 무기 개발에 몰두 중인 북한 정권을 규탄했습니다. 북한 내 식량 위기는 정권의 잘못된 선택에 기인한 것이라는 지적입니다. 함지하 기자가 보도합니다.
황준국 유엔주재 한국대사는 주민들을 식량난에 처하게 한 북한 정권을 강하게 비판했습니다.
황 대사는 3일 세계 식량 불안정을 주제로 한 유엔 안보리 회의에서 “오랫동안 지속돼 온 극심하고 만성적인 북한의 식량 부족 상황이 최근 더욱 악화됐다”고 말했습니다.
그러면서 “이러한 식량 위기는 북한 정권이 초래한 것으로, 핵과 미사일 개발, 국경폐쇄, 시장 왜곡 정책이라는 세 가지 잘못된 선택에서 비롯된 것”이라고 지적했습니다.
[녹취: 황 대사] “The DPRK’s long standing, acute and chronic food shortages have been further deteriorating recently. And this food crisis is indeed a regime induced one, stemming from three wrong choices: nuclear and missile development, closure of the border and the market distorting policy. The DPRK dissipated their scarce resources to be blown up in the sky with an unprecedented frequency and scale of missile launches over the past year and a half, including five ICBM launches. According to some estimates, these resources were big enough to cover its annual food shortage last year.”
이어 “북한은 지난 1년 반 동안 5차례의 대륙간탄도미사일(ICBM)을 포함해 전례 없는 빈도와 규모의 미사일 발사로 부족한 재원을 하늘로 날려버렸다”며 “일부 추산에 따르면 이러한 재원은 지난해 연간 식량 부족분을 충당할 수 있을 만큼 충분했다”고 지적했습니다.
황 대사는 “게다가 신종 코로나바이러스는 (북한 정권에) 국경 봉쇄 구실을 제공했고, 이에 따라 북한 주민에 대한 유엔과 국제사회의 인도주의적 지원 접근을 막았다”고 강조했습니다.
[녹취: 황 대사] “Moreover, the COVID 19 pandemic provided a pretext to seal off the border, thus curbing the access of the UN and international humanitarian assistance to the people of North Korea. And then the DPRK adopted a new policy late last year which bans private transaction of grains to tighten the central control over food allocation, thus worsening hunger among ordinary North Korean people.”
또한 “작년 말 북한은 식량 배급에 대한 중앙 통제를 강화하기 위해 일반인의 곡물 거래를 금지하는 새로운 정책을 채택했다”며 “이는 일반 북한 주민의 기아를 악화시켰다”고 덧붙였습니다.
황 대사는 “최고위층을 제외한 북한 주민들은 1990년대 중반 이후 국가 배급 시스템이 작동하지 않는 동안 현지 장마당에 식량을 의존해 왔다”고 강조했습니다.
[녹취: 황 대사] “As they, except for the top brass, have relied on local private markets for food, while the state distribution system has not been functioning since the mid-1990s. This is an issue that I feel obliged to bring to the attention of the global community, as I see our fellow Korean brothers and sisters across the border suffering from chronic and human made food shortages.
이어 “국경 너머에 있는 북한의 형제자매들이 만성적이고 인위적인 식량 부족으로 고통받고 있는 것을 볼 때 이건 내가 국제사회의 주의를 이끌어낼 의무가 있는 사안이라고 느낀다”고 황 대사는 말했습니다.
황 대사는 “우리는 분쟁이든 정권이 유발한 것이든 식량 불안정의 타격을 견뎌야 하는 것은 무고한 평범한 사람들이라는 것을 기억해야 한다”고 지적했습니다.
그러면서 “내년부터 안보리 비상임이사국으로 활동하는 한국은 식량안보 문제를 포함해 국제 평화와 안보를 유지하기 위한 안보리의 숭고한 노력에 적극 기여할 수 있기를 고대한다”고 덧붙였습니다.
이날 안보리 회의에 참석한 일본의 야마다 켄지 외무 부대신도 북한을 규탄했습니다.
야마다 켄지 일본 외무 부대신은 “북한에선 많은 주민들이 극심한 기아로 고통받고 있다는 보고가 나오고 있다”며 “반면 북한은 막대한 대가를 치르면서 주민들에게 필수적이거나 필요한 재원을 전용하는 방식으로 많은 재원을 불법적인 핵과 탄도미사일 개발에 사용하고 있다”고 밝혔습니다.
[녹취: 야마다 부대신] “In North Korea, it is reported that many people are suffering from severe hunger. On the other hand, North Korea is spending vast resources on unlawful for nuclear and missile development by diverting critical or needed resources away from its people at tremendous cost.”
이어 “북한은 여러 차례 유엔 안보리 결의를 위반하며 탄도미사일을 반복적으로 발사하고 있으며 지금도 동아시아의 평화와 안정을 위협하고 있다”고 지적했습니다.
[녹취: 야마다 부대신] “Violating multiple U.N. Security Council resolutions, North Korea has been repeatedly launching ballistic missiles and threatening peace and stability in East Asia even now. President and colleagues, it is extremely regrettable that the Security Council has not been able to take tangible actions on this matter. The Council must overcome its prolonged silence and take meaningful steps with a united voice. We sincerely ask for your understanding and support.”
그러면서 “안보리가 이 문제에 대해 가시적인 조치를 취하지 못하고 있는 건 매우 유감스러운 일”이라며 “안보리는 장기간의 침묵을 극복하고 단합된 목소리로 의미 있는 조치를 취해야 한다”고 강조했습니다.
