백악관은 북한의 계속된 도발이 미국의 역내 군사력 강화로 이어질 것이라고 밝혔습니다. 조 바이든 대통령이 시진핑 중국 국가주석과의 첫 대면 정상회담에서 이런 메시지를 전할 것이라며 선택은 중국의 몫이라고 강조했습니다. 함지하 기자가 보도합니다.
제이크 설리번 미국 백악관 국가안보보좌관은 북한의 도발이 계속되면 역내 미군의 주둔은 더 강화될 것이라고 밝혔습니다.
설리번 보좌관은 11일 캄보디아로 향하는 미국 대통령 전용기 안에서 ‘바이든 대통령이 시진핑 중국 국가주석과의 회담에서 북한 문제를 거론하고, 도움을 요청할 것이냐’는 기자의 질문에 “(바이든) 대통령은 (시진핑) 주석에게 물론 북한 문제를 제기할 것이지만 ‘원고(demandeur)’와 같은 입장에서 그렇게 하진 않을 것”이라고 답했습니다.
[설리번 보좌관] “The President will certainly raise the issue of North Korea with the Chinese President, but not from the point of view of being a demandeur of any kind. He's going to tell President Xi his perspective, which is that North Korea represents a threat not just to the United States, not just to the ROK and Japan, but to peace and stability across the entire region. And if North Korea keeps going down this road, it will simply mean further enhanced American military and security presence in the region. And so the PRC has an interest in playing a constructive role in restraining North Korea's worst tendencies. Whether they choose to do so or not is, of course, up to them.”
그러면서 “(바이든) 대통령은 시진핑 주석에게 자신의 견해를 전할 것”이고 “그건 북한이 미국이나 한국, 일본뿐 아니라 역내 전체의 평화와 안정에 위협이 된다는 것”이라고 말했습니다.
또한 “만약 북한이 이 길을 계속 간다면 역내 미군 주둔 강화로 이어질 수밖에 없다는 점도 얘기할 것”이라고 덧붙였습니다.
설리번 보좌관은 “따라서 북한의 최악의 행동을 억제하는 건설적인 역할을 하는 것이 중국의 이해관계에 부합한다”며 “그렇게 할지 말지는 물론 그들에게 달려 있다”고 밝혔습니다.
‘바이든 대통령과 시진핑 주석의 과거 전화회담에서도 이런 방식으로 북한 문제가 제기된 적이 있느냐’는 추가 질문에는 “물론 그렇다”면서 “바이든 대통령 취임 이후 양측은 북한에 대해 여러 차례 논의했다”고 답했습니다.
[설리번 보좌관] “Of course. They've had multiple discussions about the DPRK since President Biden has been President. And I would go on to say nearly countless discussions on the DPRK going back to their engagements when President Biden was Vice President. So they've had the chance to speak at a strategic level on this topic repeatedly. Of course, the operational situation is more acute in the current moment because of the pace of these missile tests and because of the looming threat of a potential nuclear test -- seventh nuclear test. But the President sees this as quite familiar ground that he will be treading with President Xi when they meet in Bali.”
또한 “바이든 대통령이 부통령이던 시절에도 그들은 북한과 관련해 셀 수 없을 정도로 논의했다”며 양측은 전략적 차원에서 북한 관련 사안을 반복적으로 대화할 기회가 있었다고 강조했습니다.
설리번 보좌관은 “물론 현재 돌아가는 상황은 (북한의) 미사일 시험발사와 잠재적인 7차 핵실험의 엄습하는 위협으로 인해 더 심각하다”면서도 “(바이든) 대통령은 이 사안을 익숙하게 보고 있고, 시 주석과 발리에서 만나서도 그럴 것”이라고 말했습니다.
바이든 대통령은 오는 14일 주요 20개국(G20) 정상회의가 열리는 인도네시아 발리에서 시진핑 주석과 첫 대면 정상회담을 개최합니다.
