국무부 “북한 7차 핵실험에 대가 따를 것…러시아 무기 공급에도 책임 물려야”

미국 정부는 북한이 추가 핵실험을 강행할 경우 비용과 대가를 치를 것이라고 밝혔습니다. 러시아에 무기를 제공한 데 대해서도 책임을 추궁할 것이라고 강조했습니다. 함지하 기자가 보도합니다.

국무부는 북한의 7차 핵실험에 대가가 따를 것이라고 경고했습니다.

네드 프라이스 국무부 대변인은 2일 정례브리핑에서 북한이 핵실험을 감행할 것으로 보느냐는 질문에 “7차 핵실험을 포함해 (북한의) 추가 도발 가능성을 여전히 우려하고 있다”고 답했습니다.

[녹취: 프라이스 대변인] “It remains the case that we are concerned about the potential for further provocations including an up to seventh nuclear test. We have spoken publicly of this for some time now primarily to make clear to the DPRK that should it go forward with a seventh nuclear test, there would be additional costs and consequences. It would earn the condemnation of the world. This is a conversation similar to what I said just a moment ago, that we have had not only in public but we've been discussing this in private as well, sharing information and coordinating with our allies and partners in response to what would be a dangerous, reckless and destabilizing act if the DPRK were to go forward with the seventh nuclear test.”

그러면서 “우리는 북한이 7차 핵실험을 강행할 경우 추가적인 비용과 결과가 따를 것이라는 점을 분명히 하기 위해 한동안 이 문제를 공개적으로 말해왔다”며 북한의 핵실험은 “세계로부터 비난받을 것”이라고 강조했습니다.

이어 “우리는 북한이 7차 핵실험을 강행할 경우, 위험하고 무모하며 불안정을 초래하는 그런 행동에 어떤 대응을 할지를 놓고 동맹, 파트너와 공개적으로는 물론 비공개적으로 논의와 정보공유, 조율을 해왔다”고 프라이스 대변인은 설명했습니다.

프라이스 대변인은 “미국은 북한의 탄도미사일 발사와 함께 한국과의 실질적인 해상 경계선 이남으로 미사일을 발사한 무모한 결정을 규탄한다”며 북한의 미사일 도발을 강하게 비난했습니다.

[녹취: 프라이스 대변인] “We condemn the DPRK as ballistic missile launches and its reckless decision to fire a missile below the de facto maritime boundary with the Republic of Korea. These launches were in violation of multiple UN Security Council resolutions unanimously adopted by the council and they threaten peace and stability in the region. We continue to seek serious and sustained dialogue with the DPRK, but as we've made no secret of the DPRK has refused to engage. Our commitment to the defense of the Republic of Korea and Japan, it remains absolutely ironclad. And we'll continue to work closely with our allies and partners to limit the North's ability to advance its unlawful weapons program and threaten regional stability.”

그러면서 “이번 발사는 유엔 안보리가 만장일치로 채택한 여러 결의를 위반하고 역내 평화와 안정을 위협한다”며 “우리는 북한과 진지하고 지속적인 대화를 계속 모색하고 있지만 북한이 관여를 거부하고 있는 건 비밀이 아니다”라고 지적했습니다.

이어 “한국과 일본에 대한 우리의 방위 공약은 틀림없이 여전히 굳건하다”며 “불법 무기 프로그램을 진전시키고 역내 안정을 위협하는 북한의 능력을 제한하기 위해 동맹·파트너와 계속해서 긴밀히 협력할 것”이라고 덧붙였습니다.

프라이스 대변인은 “(북한의) 발사 소식이 전해진 직후 토니 블링컨 국무장관이 한국 측과 전화통화를 했다”며 박진 한국 외교장관과의 전화 회담이 “동부 시각으로 매우 늦은 밤에 이뤄졌다”고 설명했습니다.

[녹취: 프라이스 대변인] “Shortly after news of these launches broke last night, Secretary Blinken spoke to his South Korean counterpart. The call took place very late last night Eastern Time. The two ministers jointly condemned and express deep concern about the DPRK’s escalatory launches, including one that as I mentioned before recklessly and dangerously landed near the ROK Coastal coastline. The secretary took advantage of that conversation to reaffirm for his counterpart foreign minister Park the ironclad commitment to the ROK’s security and its safety.”

이어 “두 장관은 한국 영해 인근에 떨어진 것을 포함한 북한의 무모하고 위험한 고조되는 발사 행위를 공동으로 비난하고, 깊은 우려를 표명했다”면서 “블링컨 장관은 당시 대화를 기회 삼아 박 장관에게 한국의 안보와 안전에 대한 철통같은 약속을 재확인했다”고 말했습니다.

아울러 블링컨 장관은 “북한의 계속되는 도발에 책임을 묻기 위해 국제사회가 단합해야 할 필요성도 강조했다”고 프라이스 대변인은 말했습니다.

[녹취: 프라이스 대변인] “And he stressed the need for the international community to unite in holding the DPRK accountable for its continued provocations. To that point, the secretary, we expect, we will have an opportunity to travel to the region later this month as the president is attending the summit later this month. The secretary will accompany him and will have an opportunity to discuss the North, the threat that the DPRK poses the instability and the instability it's engendering with the region. We will continue to be in close contact with our ROK allies with our Japanese allies as well. We'll do that bilaterally. But I think you'll also be able to see us continue doing that trilaterally.”

특히 조 바이든 대통령이 이달 말 주요 20개국(G20) 회의 참석차 인도네시아를 방문할 때 블링컨 장관도 동행할 것이라며 “북한과 북한이 역내에 가하는 불안정성으로 인한 위협에 관해 논의할 기회를 가질 것”이라고 밝혔습니다.

이어 “우리는 한국은 물론 일본 동맹과도 계속해서 긴밀히 접촉할 것”이라면서 “양자 방식으로 그렇게 할 것이지만 3자 방식으로 하는 모습도 볼 수 있을 것”이라고 덧붙였습니다.

프라이스 대변인은 북한이 러시아에 무기를 공급한 사실도 거듭 확인하면서 여기에도 대가가 따를 것이라고 강조했습니다.

[녹취: 프라이스 대변인] “Just as we're using every tool and will use every tool to counter what Iranian provision of weapons to Russia, we will do the same when it comes to the DPRK’s provisions of weapons to Russia. There are existing sanctions. We will look at additional tools and authorities that we may be able to call upon to counter this activity.”

“우리가 이란의 대러시아 무기 제공에 맞서기 위해 모든 도구를 사용하고 있는 것과 마찬가지로 북한의 러시아 무기 제공에 대해서도 똑같이 대응할 것”이라는 설명입니다.

프라이스 대변인은 북한 등에 제재 체제가 작동 중이라는 사실을 상기시키면서 “우리는 그런 활동에 대응하기 위해 활용할 수 있는 추가 도구와 권한을 들여다볼 것”이라고 말했습니다.

앞서 백악관 국가안보회의(NSC)의 존 커비 전략소통조정관은 2일 브리핑에서 북한이 비밀리에 러시아에 포탄을 공급하고 있다며 유엔 차원에서 책임을 묻는 조치를 강구할 것이라고 밝힌 바 있습니다.

프라이스 대변인은 이번 문제에 대해 “세계 각국, 특히 북한 정권에 대한 영향력을 가진 나라들에 책임이 있다고 믿는다”면서 “어떤 경우에 미국은 그런 영향력을 가지고 있지 않다”고 말했습니다.

[녹취: 프라이스 대변인] “We believe it's incumbent upon countries around the world, certainly those countries that have leverage with the regime in the DPRK that in some cases the United States does not. It's incumbent on all responsible countries certainly on permanent members of the U.N. Security Council, to fully enforce the sanctions that the Security Council itself has unanimously put forward. We'll continue to look at ways to hold the DPRK accountable, not only for its WMD and ballistic missile program but for any continued provision of weapons to Russia as well.”

아울러 “유엔 안보리가 만장일치로 채택한 제재를 완전히 이행하는 것도 안보리 상임이사국을 포함한 모든 책임 있는 나라들의 의무”라며 추가 대북제재 결의안에 거부권을 행사한 중국과 러시아를 우회적으로 비판했습니다.

프라이스 대변인은 “우리는 대량살상무기와 탄도미사일뿐 아니라 러시아에 대한 지속적인 무기 제공에 있어 북한에 책임을 물을 방법을 계속 모색할 것”이라고 밝혔습니다.
