미 백악관 국가안보보좌관은 바이든 대통령의 아시아 순방 기간 북한이 7차 핵실험이나 미사일 발사에 나설 가능성을 경고하면서 단호한 대응 방침을 재확인했습니다. 이번 순방 목적은 동맹국에 방어와 억지력을 지원하기 위한 것이라며, 북한이 태도를 바꾸지 않는 한 동맹과의 공조를 강화하며 압박을 유지할 것이라고 밝혔습니다. 박형주 기자가 보도합니다.
제이크 설리번 백악관 국가안보보좌관은 19일 북한이 바이든 대통령의 아시아 순방 기간 핵실험 등 추가 도발에 나설 가능성을 거듭 제기하며 단호한 대응 방침을 밝혔습니다.
설리번 보좌관은 이날 한국으로 향하는 대통령 전용기 기내에서 진행한 기자회견에서 ‘북한 도발 가능성’에 대한 질문에 “대통령 순방 기간 어떤 종류의 실질적인 위험이 있을 수 있다는 정보와 분석을 지속적으로 공개하고 있다”며 이같이 말했습니다.
[녹취: 설리번 보좌관] “first we've been forthcoming in downgrading and releasing our intelligence and our analysis that there is a. Genuine possibility, a real risk of some kind of provocation while we're in the region whether in South Korea or in Japan, that could take the form of the nuclear test, the seventh nuclear test the North Korea has conducted, it could take the form of a missile test. There have been a number of missile tests this year And of course North Korea has a long history going back decades at this point of missile tests, both to advance their capabilities and to cause provocations. We are prepared for those eventualities. We are coordinated closely with both ROK and Japan. We know what we will do to respond to that. We have communicated with not just our allies, but with China that this would cause the United States only to increase our fortitude in terms of defending our allies and cause adjustments to the way that our military is postured in the region”
설리번 보좌관은 북한의 도발 형태에 대해 “7차 핵실험이나 미사일 시험일 수 있다”고 밝혔습니다.
이어 북한은 올들어 여러 차례 미사일 시험을 감행했고, 수십 년 전부터 자신들의 역량 향상과 도발을 위해 미사일 시험을 한 오랜 역사가 있다고 지적했습니다.
그러면서 “우리는 이런 만일의 사태에 대비하고 있다”며 “한국, 일본과 긴밀히 협력하고 있으며, 그것에 대응하기 위해 무엇을 해야 할지 알고 있다”고 밝혔습니다.
또 이 문제와 관련해 동맹국 뿐만 아니라 중국과도 소통하고 있다며, 북한의 도발은 “동맹 방어에 대한 우리의 불굴의 의지를 높이고 역내에서 우리의 군사 태세 조정을 야기할 것”이라고 강조했습니다.
설리번 보좌관은 이번 순방의 핵심 메시지가 “미국은 우리의 동맹을 위해 이곳에 왔다는 것”이라고 강조하며 “우리는 한국과 일본에 방위와 억지력을 제공하는 것을 돕기 위해 여기 왔다”고 말했습니다.
[녹취: 설리번 보좌관] “it would underscore one of the main messages we are sending on this trip which is that the United States is here for our allies and partners. We are here to help provide deterrence and defense for ROK and Japan. We will respond to any threats and any aggression decisively and our cooperation with these two countries bilaterally and the U.S. Japan and ROK cooperation trilaterally, we're only strengthened in the face of any further provocations by North Korea. And if something does occur, it will only serve to reinforce and highlight the fact that the United States is going to be engaged in the Indo-Pacific and is going to be a stalwart ally and is going to stand up to and not shrink from any acts of aggression,”
설리번 보좌관은 “우리는 어떤 위협이나 공격에도 단호하게 대응할 것"이라며 “미한, 미일 양자 협력은 물론 미한일 3자 협력은 어떤 북한의 추가 도발에도 더욱 강화될 뿐”이라고 강조했습니다.
아울러 "무슨 일이 벌어진다면 이는 미국이 인도태평양에서 관여할 것이고 미국은 확고한 동맹국이 될 것이며 어떠한 침략 행위에도 물러서지 않을 것이라는 사실만을 확인하고 강조할 뿐”이라고 단언했습니다.
북한의 대화 복귀를 위해 바이든 행정부가 어떤 일을 할 것이냐는 질문에는 “한반도의 완전한 비핵화라는 궁극적 목표를 향한 진전 방안을 논의하기 위해 전제조건 없이 북한과 마주앉을 준비가 됐다”고 정부 초기부터 북한에 말해왔다고 답했습니다.
[녹취: 설리번 보좌관] “we've made no bones about the fact that since the very beginning of this administration, we have reached out to North Korea to say that we are prepared to sit down and talk without preconditions to discuss a pathway forward to make progress toward the ultimate. The goal that the denuclearization of the Korean Peninsula and we have proposed to do that on an action for action basis that we are prepared to take steps if they are prepared to take steps in service of that ultimate goal. We've communicated that directly to the North Koreans through multiple channels. Thus far North Korea has not displayed any indication of willingness to engage in meaningful or constructive diplomacy. And as long as they continue to refuse to do so we'll continue to stay on the course we're on which is to impose pressure to coordinate closely with our allies and to respond to provocations with clarity and decisiveness”
설리번 보좌관은 “북한이 궁극적 목표를 위한 조치를 취할 준비가 돼 있다면 우리도 '행동 대 행동'을 기반으로 조치를 취할 준비가 돼 있다고 제안했다”고 설명했습니다.
이어 “우리는 여러 채널을 통해 북한과 직접 소통했다”며 “하지만 북한은 지금까지 의미 있거나 건설적인 외교에 관여할 의사를 전혀 나타내지 않았다”고 지적했습니다.
그러면서 “북한이 계속 대화를 거부하는 한 우리는 동맹과 긴밀히 공조하며 압박을 가하고 도발에 명확하고 단호하게 대응하는 지금의 방향을 고수할 것”이라고 강조했습니다.
한편 설리번 보좌관은 바이든 대통령의 방한 기간 김정은 북한 국무위원장과의 회담 계획을 묻는 말엔 “그에 대해 아는 바 없다”고 선을 그었습니다.
