글레이저 전 차관보 “대북 금융·경제 압박 방안 더 남아”

대니얼 글레이저 전 재무부 테러금융 담당 차관보는 미국이 가용한 대북 압박을 모두 적용하지 않고 있다고 지적했습니다. 결국 북한 문제를 해결하지 못해 경제적 압박 등을 강화해야 하는 상황에 직면할 것이라고 내다봤습니다. 김영남 기자가 보도합니다.

미국은 궁극적으로 대북 압박을 강화해야만 하는 상황에 처하게 될 것이라고 글레이저 전 차관보가 밝혔습니다.

[글레이저 전 차관보] “I think that this administration is very well intended, I think they are trying to arrive to the reasonable resolution to the matter. I don’t think ultimately North Korea is interested in arriving at that same resolutions and I think eventually we are going to get the point where we are going to have to reinvigorate our effort on applying pressure on North Korea.”

글레이저 전 차관보는 17일 워싱턴에서 열린 한 토론회에서 VOA 기자와 만나 북한과의 외교 상황은 과거와 큰 차이가 없어 보인다며 이같이 말했습니다.

트럼프 행정부는 합리적인 해결을 도출하려는 의지가 강하지만 궁극적으로 북한은 이와 같은 해결 방안에 도달하려는 데 관심이 없을 것이라는 설명입니다.

지난 2005년 방코델타아시아(BDA) 금융 동결 조치 당시 재무부에서 핵심 역할을 맡았던 글레이저 전 차관보는 트럼프 대통령의 최대 압박 캠페인이 과거처럼 협상 국면에 따라 약화되지는 않을 것으로 내다봤습니다. 트럼프 행정부는 협상 과정 전반에서 압박을 유지하겠다는 의도를 매우 명확히 밝혀왔다는 겁니다.

[글레이저 전 차관보] “I think that this administration has been pretty clear that its intents to maintain pressure on North Korea throughout the course of negotiations. But I also think that those types of things are easier said than done and there is nature connectivity at the end of the day between the environment, which pressure is applied, and the diplomatic and political discussions that are going on.”

하지만 글레이저 전 차관보는 이런 상황은 말은 쉽지만 행동으로 옮기기 어렵다고 지적했습니다. 결국에는 압박이 가해지고 있는 상황과 다른 한편에서 진행되는 외교적, 정치적 논의 사이에 자연스러운 연계가 생길 것이란 설명입니다.

일부 의원들 사이에서 대북 압박을 위해 중국 대형 은행에 대한 제재를 가해야 한다는 주장이 나오는 가운데, 글레이저 전 차관보는 그런 방법을 조언하진 않겠다고 말했습니다. 하지만 미국이 북한에 대해 가용한 모든 금융.경제적 압박을 가하고 있지 않다는 점에는 동의한다고 설명했습니다.

[글레이저 전 차관보] “I don’t know if I would recommend sanctioning big Chinese banks but I do agree that it is not the case that we are doing everything conceivably possible that we would do under any circumstance to financial and economic pressure on North Korea... Of course there always is more option. ”

북한에 대해 가할 수 있는 옵션은 항상 더 남아 있다는 겁니다.

글레이저 전 차관보는 중국과의 관계를 어떻게 이어갈지 여부가 북한 문제 해결에 핵심이라고도 주장했습니다.

[글레이저 전 차관보] “And certainly, how we deal with China on this issue is the key question. It is really almost more question of china policy than the question of North Korean policy because sort of baked into all of that are other issues we have with China, whether it is the trade, confrontation, that is going on right now with respect to China or South China Sea and number of issues that we have, how are we going to balance all of these issues at the same time maintain our pressure on North Korea.”

미국과 중국간의 무역이나 대립 관계, 남중국해 문제 등 모든 사안들은 미국이 대북 압박을 유지하는 것과 연관돼 있기 때문이라는 설명입니다.

아울러 미국은 중국과의 이런 상황에서 성공했던 적이 없다며 미국이 이를 어떻게 해나갈지 매우 흥미로울 것이라고 말했습니다.

[글레이저 전 차관보] “The United States has never been particularly successful in doing to be honest with you, and it is going to be interesting how we are going to try to do this time.”

한편 테드 요호 하원 외교위원회 동아태 소위원장은 최근 한 언론과의 인터뷰에서 대북 제재 회피를 돕는 중국 대형 은행과 기업들에 신규 제재를 가하는 방안을 계획 중이라고 밝힌 바 있습니다.

요호 의원은 최근 국무부 관계자들과도 만나 이 방안을 논의한 것으로 알려졌습니다.
