이라크 제헌의회 소속 275명의 남녀 의원들은 국가 지도자들을 선출하기 위한 회의를 갖고 있습니다.
제헌의회의 다수당인 회교 시아파 의원들은 정치 과정에 소수 정당들과 소수인종 집단들을 포함시킬 결의로 있음을 재천명해 왔습니다. 제헌의회 의원들은 대통령과 총리 그밖의 다른 정부 고위 관리들을 선출하기 위해 각계 각층의 다양한 이라크 인들과 협의하고 있습니다. 새로 선출된 지도자들은 제헌 의회 의원 3분의 2 이상의 동의를 받아야 합니다.
조지 부쉬 미국 대통령은 그 같은 정치 과정을 딛고 일어선 이라크 정부와 공동 협력할 수 있기를 고대하고 있다고 말합니다.
“새로운 과도 의회는 이라크 장래에 관해 서로 다른 바램을 갖고 있는 인물들과 정당들로 구성돼 있습니다. 민주적인 이라크에서 정당들간의 이견은 강권이나 위협보다는 토론과 설득을 통해 해소될 것입니다.”
부쉬 대통령은 이라크 인들은 새로운 정부를 구성하는 가운데 타협의 정신이 30여년째 계속돼 온 독재 정권을 이겨내고 살아남았음을 입증한다고 말합니다.
“이라크 인들은 민주주의를 건설하기 위해 계속 열심히 노력하는 가운데 앞으로 몇주일 아니 몇 달 동안 그 같은 타협정신을 필요로 할 것입니다. 또한 이라크의 새 지도자들은 국내 다양한 인종집단을 자유로운 이라크 정부가 대표할 수 있도록 만들 결의로 있습니다.”
이라크 과도 의회 의원들의 또다른 과제는 헌법 초안을 성안하는 작업입니다. 이 헌법은 10월 이전에 국민투표에 부쳐질 예정입니다.
이라크 인들은 자치 정부의 첫번째 진정한 실험노력의 일환으로 현재 새로운 정치적 실험을 진행중입니다. 그러나 자유 사회는 자유 선거 이상의 것을 요한다고 부쉬대통령은 말합니다. 자유사회는 자유로운 제도와 활기찬 시민 사회, 법치, 부패척결, 수대에 걸쳐 자유로운 삶의 관습이 구축될것을 요구한다고 부쉬 대통령은 말했습니다.

The two-hundred seventy-five men and women who were elected to serve in Iraq's transitional national assembly are meeting to select the country's new leaders. Those who hold a majority in the assembly have repeatedly voiced their commitment to including smaller parties and minority groups in the political process. The assembly members are consulting a broad spectrum of Iraqis to choose a president, prime minister, and other government officials. The new leaders must be approved by two-thirds of the national assembly.
President George W. Bush says that the U.S. looks forward "to working with the government that emerges from this process".
"The new transitional national assembly includes people and parties with differing visions for the future of their country. In a democratic Iraq, these differences will be resolved through debate and persuasion instead of force and intimidation."
"In forming their new government," says Mr. Bush, "the Iraqis have shown that the spirit of compromise has survived more than three decades of dictatorship".
"They [the Iraqis] will need that spirit in the weeks and months ahead, as they continue the hard work of building their democracy.... And Iraq's new leaders are determined that the government of a free Iraq will be representative of their country's diverse population."
The next step for the members of Iraq's national assembly will be to draft a constitution. That document is scheduled to be put before the Iraqi people in a national referendum no later than October.
Iraqis are undertaking a new political experiment, their first real experiment with self-government. But "a free society requires more than free elections," says President Bush. "It also requires free institutions, a vibrant civil society, rule of law, anti-corruption, and the habits of liberty built over generations."
